1 <br />1 <br />1 <br />April 25, 1977 <br />Mr. Zelinka moved to approve this plat of Shenandoah #2 with the stipulation that Mr. <br />Rehbein understood the City has no control over the extension of the sewer lines. Sec- <br />onded by Mr. McLean. Motion carried unanimously. <br />Mr. McLean moved to close the hearing on Shenandoah #2. Seconded by Mr. Karth. Motion <br />carried unanimously. <br />Mr. Rehbein asked about Shenandoah #3. The Clerk will mail him copies of the Engineer's <br />and Planner's recommendations and he will be on the May agenda for the Planning and Zon- <br />ing Board. <br />Mr. Schneider said a question had come up at the Park Board meeting as to what part that <br />Board should have in the selection of Park sites or when to accept money in leiu of land. <br />There was some discussion on this with Mr. McLean moving that all plats be referred to the <br />Park Board to be reviewed for Park lands, with their recommendations to be forwarded to <br />the Planning and Zoning Board for consideration. Seconded by Mr. Karth. Motion carried <br />unanimously. <br />The Public Hearing for Otter Lake Estates was opened at 8:55 P.M. Mr. Locher read the <br />legal description as published in the legal notice. The recommendations of the Planner, <br />Engineer, Anoka County Highway Department and the Corps of Engineer had been considered <br />and the plat was found to conform. Approval of the Rice Creek Watershed Board had also <br />been received. <br />Mr. Locher noted the published notice had contained more than was being platted, but this <br />is permissable. However, for the final plat, the exact legal description is necessary. <br />Mr. Zelinka moved to approve the plat Otter Lakes Estates. Seconded by Mr. Schneider. <br />Motion carried with Mr. McLean abstaining. <br />Mr. Hansen questioned the park requirements and the money in leiu of land and just what <br />amount of money is the Council talking about. There was discussion on this matter with <br />Mr. Hansen agreeing to donate money for park purposes. <br />Mr. Zelinka moved to accept money in leid of land for Park purposes in the Otter Lake <br />Estates, to equal 10% of the platted area market value as computed by the Assessor and <br />to be paid as the land is sold. Seconded by Mr. Karth. Motion carried with Mr. McLean <br />abstaining. <br />Mr. Karth moved to close the hearing for Otter Lake Estates. Seconded by Mr. Zelinka. <br />Motion carried unanimously. <br />Mr. Roger Kolstad and Mr. Roy Stanley were present with the hardshells for the Sunset Oaks <br />Plat. Mr. Zelinka moved to authorize the Mayor and Clerk to sign these copies subject <br />to all requirements - abstracts in order, legal descriptions correct and County Surveyors <br />approvals of these descriptions. Seconded by Mr. McLean. Motion carried unanimously. <br />Mr. Zelinka moved to recess for five minutes to allow time for the Mayor and Clerk to sign <br />the documents. Seconded by Mr. Karth. Aye. <br />9:20 P.M. Council meeting reconvened. <br />Mr. Paul Videen, appeared before the Council, seeking permission to extend a street into <br />Lakeview Woodlands. The street is Knoll Drive and goes North from Oak Lane. Mr. Videen <br />will put this street in according to City specifications before building permits are iss- <br />ued.
