242 <br />April 25, 1977 <br />Three sign permit applications 1) Red Door Antiques; 2) Lino Cabinet: and 3) <br />Hemauer Off - Sale, had been considered and approval recommended. Mr. McLean <br />so moved. Seconded by Mr. Schneider. Motion carried unanimously. <br />A question of the existence of a pigeon house in Shenandoah was discussed. This had <br />been checked for the issuance of a building permit and there was none. Under Ord- <br />inance #26, a resident must have 5 acres or more for the keeping of fowl. The Clerk <br />was instructed to write to the owner citing the violations of I)non- conforming use; <br />2) no building permit; and 3) not enough land, and ask that he appear at the <br />May 9, 1977 Council meeting. <br />Mr. Zelinka requested the Assessor or his assistance place a value on the structure. <br />Mr. McLean said reports on the various establishments had been received from the Police <br />but there had not been enough time to consider them. This will be done at the May <br />meeting. The Clerk had also prepared a check list for platting and this will also <br />be considered at that meeting. <br />The Clerk reminded the Council of the continued public hearing on the Lexington <br />Park Lakeview sewer petition scheduled for May 4, 1977 and asked if notices should <br />be sent to the residents. The Council said notices should be sent. <br />Mr. McLean said the problem existing with the sale of the two unit townhouse in <br />Lakes Addition should be cleaned up. This unit has only a driveway access and no <br />front footage. The matter needs to be corrected. <br />Mr. Locher said he had tried to contact Mr. Kronholm and had been unsuccessful. <br />He will try to get back to Mr. Kronholm. Mr. Locher thought maybe a variance could <br />clear this for the interim. When that outlot is platted, this unit would then be- <br />come part of that plat. <br />Mr. McLean presented some suggestions, Mr. Locher will take these to Mr. Kronholm. <br />Mr. Schneider reported on the meeting at the MMTC. Construction will be starting <br />on the addition and remodeling. Mr. Zantek will attend a Council meeting soon to <br />inform this Council of the changes taking place. <br />He had checked with the person who is considering the census and the matter is still <br />alive. <br />The girls from the University of Minnesota will be at a Council meeting in May to <br />explain their plans for the Park to be located adjacent to the Hall. Mr. Schneider <br />was asked if they have a cost estimate for the suggested improvements and Mr. Sch- <br />neider said he would try to get an estimate. <br />Mr. Zelinka reported on the Personnel Commission meeting held on April 19, 1977 <br />for the purpose of considering the salary increase for Chief Myhre. Mr. Johnson <br />had done an extensive analysis and the recommendation of the Personnel Commission <br />was $120.00 per month raise to become effective February 15, 1977. Mr. Zelinka <br />so moved. Seconded by Mr. Schneider. Motion carried unanimously. <br />Mr. Volk had presented a request for the Personnel Commission to consider a man for <br />park maintenance. This would be for 3 to 4 months employment and Mr. Volk had asked <br />for an older man on whom he could depend. The Personnel Commission had felt this <br />could be handled by Mr. Zelinka and Mr. Volk. The Council suggested checking into <br />the CETA program and Mr. McLean felt Mr. Torkildson could be contacted on this. <br />
