June 27, 1977 <br />Mr. Bruggerman was asked if he had any further information as to the Metro <br />Council. Mr. Bruggerman explained that he had been called late Monday and <br />asked to appear at a meeting that evening. This had been with Mr. Doyle. <br />The recommendation to require an Enviornmental Impact Statement had been <br />forwarded to the Metro Council for action on Thursday, June 23, 1977. The <br />Metro Council had asked the Envoirnmental Quality Board to require this <br />impact statement. Mr. Bruggerman said they would not accept any informatio <br />The action by the Metro Council was to merely rubber stamp the recommendation. <br />Mr. McLean asked hot the 'Human Resourses' commission got involved with this <br />plat - he felt this is an agency that has no dealings with plats. There <br />was no answer to this. <br />Mr. Bruggerman said there will be another meeting - he felt that some member <br />of the Council should be present at that meeting. Mr. Locher suggested <br />that perhaps Mr. Burman should be asked to attend. <br />Mr. McLean read the protion of Mr. Doyle's report that says the area being <br />platted is in the open space program and is in the process of bieng acquirred <br />by Ramsey County. Mr. MCLean pouted out, this City has never be contacted <br />by anyone from Ramsey County on this matter. He felt this statement was <br />misleading. <br />Mr. Bruggerman thought the next meeting would be with the EQC and he asked <br />that an official from the City attend. After some discussion, the Council <br />authorized Mr. Gotwald or Mr. Short to attend this meeting. Mayor Bohjanen <br />said, if he has enough notice of the meeting, it might be possible for him <br />to attend. Mr. Karth offered to substitute for the Mayor. <br />Mr. McLean pointed ou t the matter of the developers agreeing to plat accor <br />ing to the planned ordinances and suggested these ordinances be passed in <br />order to clear this matter. <br />Mr. Locher agreed and said there must be a published notice and a public <br />hearing since this involves some zoning changes. <br />The Council members had no questions on the plat of West Oaks of Bald Eagle. <br />Mr. McLean moved to approve the final preliminary plat as presented. Second- <br />ed by Mr. Karth. Motion carried unanimoully. <br />Mr. Bruggerman said he would forward any information he receives as to the <br />time and date of the meeting. <br />Mr. Karth moved to close the public hearing at 9:10 P.M. Seconded by Mr. <br />McLean. Motion carried unanimously. <br />The Clerk continued her report: <br />..A notice from the State of Minnesota informing the City that NSP has <br />applied for a rate increase of 14.6% for residential customer; 14.5% for <br />commercial users and 14.4% for street lighting. A pre- hearing conference <br />will be held July 18, 1977 in the American Center Building at 150 E. Kellogg <br />Boulevard in Saint Paul, Minneosta. Hearing dates will be set at that <br />meeting. <br />..A letter from the Metro Council concerning the improvement grant funds <br />for home improvement had been read. This allocates $3,267.00 to the City <br />for improvement to homes. After some discussion, the Council decided this <br />program was not applicable to the City. <br />..Read a letter from Mr. Torkildson in reference to the meeting scheduled <br />for June 30, 1977 at 2:00 P.M. for members of the Park Commission.
