1 <br />1 <br />August 8, 1977 <br />Mr. Mobley told the Council that he would be glad to meet with any of them to go over the <br />building code to include all phases. Mr. Mobley thanked the Council for their time and <br />attention. <br />The Public Hearing on the proposed ordinances was called to order at 9:05 P.M. Mr. Lo- <br />cher read the published notice. Mr. McLean set forth the items of concern with these <br />ordinances. On the requirement of a 'Special Land Use Permit' requirement, Mr. Locher <br />said that new legislation passed this past session requires a building permit on all <br />agricultural residents. This requirement became effective July 1, 1977. There was an <br />addendum to Sec. 3 of the proposed ordinance stating that if a building permit is nec- <br />essary then the land permit will not be required. Mr. Locher will write the addendum <br />for publication. <br />After discussion clearing the points of these ordinances, Mr. McLean moved to approve <br />the Ordinances including the addendum. Seconded by Mr. Zelinka. Motion carried unan- <br />imously. <br />Mr. McLean said the ordinance setting the rural and urban service boundaries should be <br />considered at an early date. Mr. McLean moved to set the hearing date for this Ordin- <br />ance for September 12, 1977 at 9:15P.M. Seconded by Mr. Karth. Motion carried unanim- <br />ously. <br />The Clerk is to call Mrs. Sullivan tomorrow morning before the EQB meeting with the <br />information of the passage of the Ordinances. <br />Mr. Karth moved to close the hearing at 9:15 P.M. Seconded by Mr. Zelinka. Motion <br />carried unanimously. <br />The Clerk had received copies of a proposed re- alignment of the corner of Highway #49 <br />and Lake Drive. This map is to be forwarded to Mr. Gotwald for his inspection. <br />Mayor Bohjanen said he had talked to Mr. Burman on the burning problem in the Chain of <br />Lakes Park and he will be meeting with the PCA at the sight on August 12, 1977. They <br />will consider ceasing the burning and going to more chipping. Mayor Bohjanen will report <br />on this later. <br />Mr. Burman also reported the matter of West Shadow Lake Drive is still under consider- <br />ation. He hoped to have most of the expense of installing that street covered by the <br />County. Mr. Burman has asked for a committment from the City. Mr. Karth will contact <br />Mr. Burman on this. <br />Mayor Bohjanen said the triangle at the corner of Main Street and Highway #8 had been <br />mowed and cleaned by a Boy Scout. He had been approached to put in a Park bench or a <br />picnic table at this location. He will work with Mr. Burman on this matter. <br />Mr. Karth presented a map for the installation of new street lighting. There is seven- <br />teen new lights proposed for installation. Mr. McLean suggested checking some of the <br />lighting on the east side of the City. He felt some of these may be security lights <br />installed and paid for by private citizens. <br />Mr. Peter Scherer, from-the Audience, suggested a ligrit at the intersection of County <br />Road #14 and County Road #84. This is East of 135E and is a very dark corner. The <br />other locations suggested were Birch and Centerville Road and Birch and 20th Avenue <br />NOrth. Since these are County Roads, they will be contacted on this. <br />Mr. Karth reported the seal coating is completed except for a small patch in the drive- <br />way at the City Hall. This will finished in the next day or so. <br />
