This will increase <br />IIIMrs. Anderson's salary to $3.85 per hour. <br />Mr. Schneider questioned Mr. Zelinka as to effective date of salary increases and Mr. Zelinka <br />said this had been discussed. The Personnel Commission had indicated the effective date shoul <br />be the 1st of the year but realized this must be left to budget consideration. <br />The Personnel Commission will also present recommednations for Police salaries. The need <br />for a Sargent will also be discussed, as will rotating shifts and weekend availability of <br />officers. <br />Mr. Locher said there should be an assessment role prepared for the La Motte sewer pro- <br />ject. Notice of the hearing and mailed notices must be two weeks prior to the meeting. <br />This must be on file in the City Offices for inspection. Mr. Locher said it is not re- <br />quired by law but he would suggest the amount of the assessment be included in the mailing. <br />This assessment role must be certified to the County Auditor prior to October 10, 1977 <br />in order to be placed on the 1978 assessment roles. <br />Mr. McLean moved to set the assessment hearing for La Motte Sewer Project for September <br />12, 1977 at 9:45 P.M. Seconded by Mr. Zelinka. Motion carried unanimously ,&L' (rte i <br />d <br />Mr. Locher asked if this was to 100% assessed to the property owners and was` t• d, Yes. <br />Mr. Locher suggested using both the Auditor's and County Treasurer's list for mailing. <br />He said the property owners have until November 15, 1977 to prepay the assessments without <br />interest. <br />IIIMr. Locher felt that repeaters should have no more consideration than an adult, but he said <br />some of the offenders break the law just to get their names in the paper; some feel if they <br />have the name, they might as well play the game, thus becoming repeaters because of the pub- <br />licity. Mr. Locher said at the present time, the names are absolutely confidential. <br />Mr. Locher had received a letter from the Union stating the demands for the 1978 Police <br />Contract. There was a copy for each Council member. This matter will discussed at the bud- <br />get hearing scheduled for August 11, 1977. The Clerk was instructed to make a copy of this <br />memo for all Personnel Commission members. <br />Mr. Locher reported there will be a meeting in the Anoka County Commissioners room on <br />August 9, 1977 at 10:00 A. M. in connection with the re- spelling of some of the names of the <br />Lakes located within the City. The one in question is Rondeau - it seems some one wants <br />to retain the spelling as "Randeau ". <br />Mr. Zelinka introduced the subject discussed previously on the State Law requiring the <br />confidentiality of juvenile offenders. Mr. Locher had made some calls but as of this <br />date has not received an answer. <br />Mr. Zelinka felt the names of the offenders should be made public in order to deter this <br />action. He felt letters should be written to the State Legislatures stating the City's <br />position on this matter. Mr. Zelinka emphasized this is his opinion and he would like <br />an opinion from other Council members. Officer Hillyer was in the building, Mr. Zelinka <br />asked him to present his thinkings on this matter. <br />Officer Hillyer said there is merit to both sides of the question. It was suggested that <br />a panel of persons who deal with this problem be assembled for an evening of discussion <br />on this mater. <br />
