1 4 <br />Crystal Ahlman arrived and asked to put in a word in favor of the proposal. She <br />stated that she and Mr. Stein had not received notice of the P&Z hearing. <br />Mr. Locher stated that he had sent out the notices and they had not been returned <br />by mail. Mrs. Ahlman stated that if the area being considered was not acceptable <br />then she had another one to consider, also, that considerable time was required <br />for the groundwork on such a project --some five years or so. She stated that an- <br />other developer was considering an 80 -acre piece immediately west of the Youth <br />Center. <br />Mrs. Ahlman stated that she was representing Mr. Stein and that on his behalf she <br />wished to withdraw the request for a trailer court at this site. She stated that <br />15 persons now living in the Baldwin Lake Park have asked her when a new court <br />would be available to move into. <br />Mrs. Ahlman mentioned that Mr. Stein had been willing to purchase another 40 acres, <br />thus being able to give a 300' buffer zone around the park. He also would have <br />waited another two or three years for the sewer to be put in and would have given <br />his lines to the village. <br />There was more discussion on what to do about future courts in the light of this <br />proposal. Ken Rehbein asked if it was legal toturn down this request if it com- <br />plies with our ordinances. Mr. Locher mentioned that some villages have ordinances <br />prohibiting trailer courts, others require them to be only in certain areas, and <br />stated that the Council could decline because of lack of sewer and the opposition <br />by residents. Mr. Rosengren thought that certain areas should be segregated for <br />trailer sites, that low areas where houses would have to be built above -grade <br />would be suitable for trailers. Mr. Bohjanen felt that maybe this parcel would be <br />better for future residential development, that we should not oppose all trailer <br />parks, we have turned down several, more will come. The bad one we have creates <br />animosity. Mr. Jaworski asked if the developer had a commitment on the other <br />40 acres Mrs. Ahlman stated, "partially." <br />Mr4Jaworski moved to deny the request for rezoning and the special use permit for <br />a trailer park on this particular piece. Mr. Rosengren requested that the P&Z <br />minutes pertaining to this be read. After reading, Mr. Cardinal seconded the motion. <br />It carried unanimously. Mayor L'Allier stated that the request had been denied. <br />The Clerk was instructed to communicate with the petitioner on this denial. The <br />hearing closed at 9:28 p.m. <br />Mr. Locher noted that the certificate of insurance on the liquor liability policy <br />for Mr. Horbal had not been received; also the date of termination on the bonds <br />should be changed to June 30, 1970. The Clerk stated that their agent had pro- <br />mised that the certificate would be here by Wednesday. Mr. Cardinal moved to grant <br />the following licenses to Mr. Horbal, B.K.O., Inc.: on -and off -sale intoxicating <br />liquor, off -sale 3.2 beer, dancing and cigarette, effective November 1, 1969, but after <br />that the Mayor be authorized to sign the liquor licenses only. The certificate <br />of insurance and the bond corrections were in. Seconded by Mr. Jaworski. Carried. <br />Mr. Jaworski moved to allow the cancellation of the licenses held by Mr. John <br />Wright and Mr. Henry Mossey as of November 1, and that the transfer of the liquor <br />licenses be effective at that time. Seconded by Mr. Bohjanen. Carried. <br />Mr. Jaworski reported, noting that he wished to follow Mr. Cardinal's reports <br />henceforth, that the park board had met on planning and that he wished the minutes <br />of the last meeting read. He then commented on plans to plant trees around the <br />park perimeter; these could be moved at a later date; the pine trees don't stand up <br />well in Sunrise Park, perhaps saplings would be better. Mr. Sutliff offered them <br />all the pines they could use. <br />
