15 <br />Mr. Jaworski stated that they would try to work up a five -year detailed park plan <br />in anticipation of acquiring Federal grants, these requiring such a five -year plan. <br />Other plans include setting up picnic tables, fire pits, etc. to let the adults <br />enjoy the facilities, particularly at Sunrise Park. Mr. Bohjanen asked whether <br />the utility building is kept available to use and was told yes, as long as it is <br />taken care of. Kids tend to stay inside the building rather than going out. Also, <br />perhaps the Park Board might construct a wading pool in Sunrise Park. There was <br />discussion on the supervision which would be required. Mr. Jaworski will check <br />on the Mpls. system. The Clerk was instructed to make copies of the Park Board <br />minutes for the P&Z, Council and Park Board, etc. <br />The P&Z minutes were read with the exception of the portion previously read. Mr. <br />Cardinal noted that they were studying the Uniform Building Code, the North Oaks <br />Building Code, and Mr. Kelling and Mr. McLean were studying the sign ordinance. <br />Mr. Cardinal showed the plans of the signs which Naegele Sign Company wishes to put <br />up for Jandric. Mr. Cardinal moved to authorize Naegele Sign Company to erect an <br />S' by 30' directional sign on Jandric's own private property. Seconded by Mr. Jaworski. <br />Carried. <br />There was discussion on zoning versus special use permits for signs with the prevail- <br />ing feeling seeming to favor special use permits rather than changing zoning when <br />a sign is removed. <br />Mr. Ken Rehbein was present to request additional building permits for pre -fab <br />houses. Mr. Cardinal mentioned that he, Mr. Karth, Mr. McLean and Mr. Kelling had <br />looked through the pre -fab in Twilight Acres. It meets wiring, and plumbing <br />inspection, is larger than the minimum allowed by our code, is put up by union men. <br />There was discussion on the selling price of the pre -fab, which is about $17,000 <br />without a garage, $20,000 with one. These prices are also apt to change with the <br />market. Mr. Rehbein stated that he was not requesting a certain number of permits, <br />but wished to build prefabs where asked to in the Twilight Acres, Rondeau Lake <br />Addition, and Lichtscheidl property areas. There would not be a whole row of these, <br />but they would be inter-mixed with the regular homes. Mr. Rehbein said also that <br />they would not be all the same, there would be some variation and new models would <br />come out. He has also taken out a permit alongside the prefab for a frame house, <br />24' by 40', which would be just as cheap as the prefab. Mr. Bohjanen pointed out <br />that in areas of $50- $60,000 home they should not be close together, while some <br />areas can use cheaper homes. He felt that local building will do a good job of <br />planning these areas. Mr. L'Allier stated that the Engineer had thought the pre -fabs <br />were good, too. He asked Mr. Locher on what basis they could deny permits. <br />Mr. Locher stated that if a home meets the ordinances, as drafted, then we have no <br />right to deny a permit for same. He mentioned that local covenants may restrict <br />the valuation of houses to be built, but that he and Mr. Gotwald feel that these <br />restrictions may be shot down by the Supreme Court as eliminating lower- income <br />persons from building. He didn't know if setting aside areas for certain price <br />ranges would stand up in court. <br />Mr. Rehbein stated his figures on the joists being used in the prefabs. Mr. Bohjanen <br />felt that he would prefer to see the style changed occasionally. Mr. Rehbein stated <br />that there would probably only be one more like it in Twilight Acres. <br />Mr. Cardinal moved, on the basis of the above information given by the Attorney <br />that Lino Lakes let El Rehbein and Son, Inc. have building permits for these <br />prefab homes. Seconded by Mr. Bohjanen. Carried unanimously. <br />
