Mr. Rosengren again mentioned purchase of a tandem dump truck. Mr. Gotwald had
received specifications from the State and from Shoreview. Mr. Cardinal suggested
that we not skimp on the size of the motor. Mr. Rosengren mentioned that we
would have to buy the size truck according to the size of the plow and equipment
we need. There was considerable discussion on pros and cons, on both tandems
and singles as well as on automatic or shift transmission. It was decided that
we should get more opinions on these matters before a decision is made.
Mr. Rosengren brought up the subject of landscaping around the new building again.
He felt they could stockpile the black dirt from the low spot for use later.
Mr. Gotwald had inspected the elevation of the parcel and would set the elevation
at two feet higher than both roads for proper drainage. He felt that $1000
would do the work easily; a dozer could do the work in one day.
Mr. Cardinal moved to authorize Mr. Rosengren and the Roads Department to do the
landscaping work this fall after Mr. Gotwald gives him the specifications; that
the driveways be set up; that the ditch be filled in so that drainage goes away
from the building in both directions. Seconded by Mr. L'Allier. Carried.
After discussion, it was decided that each Council member would appoint one person,
outside the Council, besides one member from the P&Z, with Mr. Rosengren as co-
ordinator, at the next meeting to comprise a group to set up the specifications
for the building. This will be set on the agenda for the next meeting.
Mr. Gotwald presented the construction plans for 135E, for the complete portion
running thru the Village, for approval by the Council. He had studied the plans
and recommended approval. These plans do not include the lighting or main signs.
Mr. Scherer asked whether there was some identification for the road on the
east side of 135E, and was told that this is being called Frontage Road B.
Mr. Rosengren moved that we adopt the State's resolutions on the construction
plans for 135E upon Mr. Gotwald's recommendation. Seconded by Mr. Bohjanen.
Carried.
Mr. Cardinal moved that a letter be sent to the County asking for a street light
where Frontage Road B meets County 14; and that a letter be sent to the State
asking for a speed sign in the same area. Seconded by Mr. Rosengren. Carried.
Mr. Cardinal mentioned that a sign advertizing Skelly had been placed on the north
side of 135W on Tom Caron's property and that the property was not commercial.
Mr. Cardinal moved on Mr. Locher's recommendation that Shelly Oil be notified
by letter that they were in violation of Village ordinance Number 6, and were
asked to appear at the next meeting. Seconded by Mr. Rosengren. Carried.
A request had been received fiem Northwestern Bell Telephone Company to place
buried cable in Twilight Acres in three places under streets. Mr. Bohjanen
moved to authorize Northwestern Bell to place the bruied cable as requested with
the stipulation that they repair the streets to original condition as per the
Engineer's specifications; also that Company notifies the Engineer when the work
is to be done. Seconded by Mr. Cardinal. Carried.
Mr. Rosengren mentioned that blacktopping would have to be done in Twilight
Acres soon so that this work would not disturb the roads a great deal. The
Clerk was instructed to dig out the old contract on the assessments for road
work in the development since hearings must be held. This will be taken up
on December 8th.
