1 <br />1 <br />1 <br />29 <br />The Clerk asked the Council to decide on the wages which the election judges and the <br />voter registration personnel would receive. Last year the judges had received $1.65 <br />per hour. Mr. Jaworski stated that he had understood that they would receive <br />$2.35 per hour. After discussion, Mr. Jaworski moved to pay the election judges <br />and the voter registration personnel $2.35 per hour. Seconded by Mr. Rosengren. <br />Carried. <br />The Clerk then presented a petition, given to her just before the meeting by Mr. Art <br />Robyn, which was against the Village's purchasing of the land on Lake Ameilia. The <br />wording of the petition was read; an attached sheet showed that the petition had <br />been received by Mr. Bohjanen on November 23rd. Mr. L'Allier asked Mr. Locher to <br />read again the State Law allowing a petition (requesting an election) on a purchase <br />exceeding one per cent of the assessed valuation, if filed within 10 days of pub- <br />lication of the notice of purchase which was published on November 14th. Lino <br />Lakes' assessed valuation as per Mr. Ken Campbell was $1,194,605; the purchase <br />price of the parcel was approximately $13,700. Midnight this evening would be the <br />last time to have filed the petition. <br />Mr. Locher also gave these observations as to who can sign a petition: <br />1) A person who is registered even if he did not vote can sign; <br />2) A person who is not registered cannot sign; <br />3) A person who registered on or after the election, and was thus ineligible to <br />vote can sign, <br />4) A husband or wife cannot sign for each other. <br />Mr. Locher also stated that if the evaluation is up next year, this would be found <br />out on January 1st, then the land could be purchased without a vote. Mr. Robyn <br />stated that there were about 140 names on the petition. Mr. Bohjanen asked him if <br />these were registered voters or had voted in the last election. Mr. Robyn stated <br />that he could not say for sure. <br />Mr. Bohjanen then moved that the Council accept the petition and turn it over to the <br />Attorney and the Clerk for tabulation; then if appears okay, the purchase is eligible <br />for the ballot, and the Council will not act on the purchase at this time. Seconded <br />by Mr. L'Allier. Motion carried unanimously. <br />The hearing for Twitchell Cemetery was called to order at 8:39 p.m. Mr. Locher <br />stated that he had looked over the affidavits of mailing and posting at the P&Z <br />hearing and that all were in order; he then read the names of the persons who had <br />been mailed notices on November 4th. He stated that the purpose of the special <br />use permit would be to increase the area of the cemetery. Approximately one acre <br />now was under a grand- father clause in Ordinance #6. Mr. Locher also pointed out <br />the area on the maps. Mr. Cardinal requested that the portion of the P&Z minutes <br />pertaining to this also be read. There were no remarks pro or con from the audience. <br />Mr. Cardinal moved to grant a special use permit to Twitchell Cemetery Association, <br />Inc., to maintain on and use for a cemetery, according to law, the land situate <br />in the village of Lino Lakes, Anoka County, Minnesota, described as follows: <br />The East 260 feet of the South 832 feet of the Southwest Quarter of the Southwest <br />Quarter (SW 1/4 of SW 1/4) of Section 8, Township 31, Range 22, Anoka County, <br />Minnesota, except the East 208.75 feet of the South 208.75 feet thereof. <br />Seconded by Mr. Rosengren. Carried unanimously. Hearing adjourned .at 8:45 p.m. <br />
