30 <br />1' <br />7 <br />The hearing for the Northwest Saddle Club was called to order at 8:47 p.m. The <br />affidavits were all in order. There were no comments from the audience. <br />The minutes of the Planning and Zoning meeting regarding this were read; they <br />had requested the permit be denied. Mr. Bohjanen stated that we had already asked <br />one trailer to move out which was used as protection and that we should go with <br />the P&Z recommendation. Mr. Cardinal moved that we deny the special use permit for <br />Northwest Saddle Club, Inc., to park, maintain, and occupy as a residence for a <br />caretaker for said Northwest Saddle Club, Inc., a mobile home, according to law, <br />on the land situate in the Village of Lino Lakes, Anoka County. Minnesota, des- <br />cribed as follows: <br />The Southeast Quarter of the Southwest Quarter (SE 1/4 of SE 1/4) of Section <br />26 Township 31, Range 22, Anoka County, Minnesota. <br />Seconded by Mr. Rosengren. Carried unanimously. The hearing closed at 8:48 p.m. <br />Mr. Cardinal reported that the P&Z had discussed the sign ordinance and had added <br />a few recommendations. Mr. Locher had the changes and read them all for the Council; <br />these were mostly changes in distances and sizes of signs. A grandfather clause <br />was inserted with the dates to be added later. Mr. Locher will have the revised <br />copies for all council members for discussion at the next meeting. Mr. Cardinal <br />also asked that they get a copy of the fees; Mr. Locher will do this. <br />Mr. Cardinal also reported that Mr. Paul Miller of Acton Construction had previously <br />asked for blanket rezoning, had been told to get specifics into the P&Z, he is also <br />talking with the planner. The P&Z. hearing was continued until December 17th. <br />Mr. Cardinal stated that the P&Z had discussed the portion of Ordinance 6 dealing <br />with mobile homes; they recommended repealing Ord. 6, Section 5, sub., d, e, f, g, <br />and h and replacing these with the following, "No trailer or mobile home shall be <br />located within the limits of the Village outside of a trailer court except when the <br />owner of a property for which a valid building permit has been issued for construction <br />of a residence may locate said trailer or mobile home on that property during con- <br />struction for -:a ~-pe dod not -to :exceedh 12r)months The trailer or mobile home must be <br />serviced by adequate water and sewer facilities. Deviations from this ordinance <br />may be made at the discretion of the Village Council in cases of extreme hardship <br />after a hearing before and recommendations from the Board of Zoning. <br />There was considerable comment on sane trailers now moved in the Village. the fact <br />that the Building Inspector does not always know the intentions of persons doing <br />so, that he has no legal basis now to deny a temporary trailer permit; this would <br />take the responsibility off the Building Inspector. Mr. L'Allier asked that this <br />be placed on the agenda for the next meeting. Mr. Bohjanen asked what the length <br />of a building permit is; Mr. Locher replied that this was 90 days, but it lapses <br />unless substantial progress is shown. Mr. Rosengren commented that we can't restrict <br />time on building if the person is making headway. Mr. Bohjanen stated that he liked <br />2 -90 day permits but would like time to study the proposed changes. The Clerk was <br />instructed to write the Building Inspector telling him not to issue further temporary <br />trailer permits until the matter is settled. Copies of the recommended changes <br />will be sent to the Council. <br />Mr. Jaworski moved to continue the hearing for Acton Construction to December 17th <br />and December 22nd before the Council unless otherwise notified by Acton.
