1 <br />1 <br />1 <br />Mr. Emil Jandric, on the agenda for 9:00 p.m.,:spoke to the Council on a three -fold <br />proposition. First, he requested that sewer and water be put in his development; <br />they are about ready to start their sales program and he cannot see selling homes <br />in the $50-$100,000 category which have cesspools. He could see no other way to go <br />except for the Council to approve a sewer and water company which would be assessed <br />to their lots only unless the Council would grant the Chromonix franchise. Also <br />the clubhouse, costing some $600,000 would need sewer and water. It would also <br />give the investment people a better picture. <br />Mr. L'Allier stated he wished to regress and gave the previous action on the franchises. <br />Mr. Jandric stated that he did not wish to pollute the lake; the lake is now up to <br />where their eauipment had to be moved as of that day. There was discussion on the <br />assessment, feasibility reports. getting the okay of Metro Council, not building <br />enough homes per year to pay the bond assessment, etc. Mr. Jandric hoped that they <br />could better North Oaks' building rate of 50-60 homes per year. He stated that each <br />lot would be assessed whether or not a house was on it; even if he should die his <br />estate would go ahead with the development. Mr. L'Allier asked how large was the <br />area which would be serviced; Mr. Jandric thought that it would be 250 units for <br />openers- -this would not include the plat now in, but this could be added on. <br />Mr. Bohjanen asked whether the system would be designed to fit in with Metro Council <br />plans and was told, yes. that Mr. Gotwald is aware of how it should be built. <br />Mr. Bohjanen asked if the Metro Council was so close to specifications to do it now, <br />and was told by Mr. Jandric that any sewer system follows the same pattern. This <br />would not go up County Road J. The line would come out the front end of the house, <br />down the street, ready to be picked up. Crystal Ahlman stated that if they bring <br />the sewer up then it should be worked out so that all can hook up, by having the <br />line big enough. The PCA work is done as far as can be done for present. <br />Mrs. Bohjanen asked if this would be a treatment plant, and was told yes, this would <br />be something to satisfy all. Mr. Tufts asked what area the franchise would cover <br />and was told Jandric's development only. He then asked what the cost of the plant <br />would be. Mr. Jandric stated that there would be holding ponds and treatment with <br />chlorine; the cost against each lot would be from $1200 to $1600 for the 250 lots <br />for both sewer and water. <br />Mr. Bohjanen asked whether Mr. Jandric had indicated that he would be working with <br />George Gotwald on the costs, etc.. and was told yes, they were working together on <br />all of this. Mr. Bohjanen thought that if George were here, he could shed better <br />light on this. <br />Mrs. Tufts thought there would be an odor from the fenced in pond; this Mr. Jandric <br />denied stating that the one at Cedar Grove gave off no odor. Mrs. Bohjanen asked <br />if we hadn't been told before that the PCA would authorize a plant if we would get <br />sewer within two years or so. Mr. L'Allier thought this was five years, then all <br />would be assessed for the main line. Mr. Jandric stated that it would take two years <br />just to get the drawings done, and that this would be a five year program. Mrs. <br />Bohjanen thought there would still be a lot of farming area in five years. There <br />was discussion between Mrs. Bohjanen and Mr. Jandric on the use of cesspools. <br />Mr. L'Allier reminded everyone that this discussion was early as we are far down <br />the list of priorities on the Metro Council's plans. <br />Mr. Jandric also stated that an industrial development would hinge on sewer and <br />water. Crystal Ahlman stated that industry was stuck without sewer and water: if <br />ponds overflowed like at the Youth Center then it flows into the creek. She felt <br />that we need a different type of assessment for farmers since we need the industry <br />to help the taxes. <br />
