32 <br />Mr. Jandric felt that if the Metro Council sewer wants to come up we need more <br />industry and homes to hook up to it; in turn, it will attract more industry and homes. <br />Mrs. Tufts asked, if the ponding area does not work what recourse these people would <br />have, to Jandric or the Council. Mr. Jaworski mentioned that the Engineer had found <br />nothing wrong with the evaporation pond at the Youth Center. Crystal Ahlm n stated <br />that it overflows in rain. Mr. Rosengren stated that the Youth Center has two <br />ponding areas and they have not even had to use the second one. Mrs. Tufts asked <br />if this system would take the maximum development and was told no, only the 250 <br />lots; an additional system or add on would be needed for additional homes. <br />Mr. L'Allier mentioned that under our ordinances all construction would be under <br />the Engineer's watch, and that he has the authority to stop a contractor. <br />Bill Houle asked if Mr. Jandric wanted a franchise and was told no, as only with <br />the original way could they obtain financing. Mr. Jandric stated that if they <br />couldn't do this right then, they wouldn't build the development but only have the <br />golf course. Mr. Houle stated that there had been objections to the franchise in <br />Cedar Grove; Mr. Jandric answered that there are always objectors; he felt that <br />550- $100,000 homes need better systems than any other. <br />Mrs. Bohjanen stated that she realized that the assessment would be to his )otb, but <br />if something fails who would pay the assessment; Mr. Jandric felt that the price <br />of the lots if sold would bring much more than the assessment. Mr. Roy Backlin <br />asked if sewer and water came through, would he be assessed right away or have to <br />pay on the main interceptor. Mr. Jandric said no. Mr. Locher clarified how the <br />assessment would be spread out. Mr. Locher also reminded them that as of Jan. 1, <br />1971, the Metro Council would take over the lines, and if they take over this system <br />through the mains, then they would pay for it as well as the pending areas. Mr. <br />Locher also gave some of the opinions they had received from the Metro Council <br />representatives and read state law pertaining to the assessments, stating that this <br />assessment would not count toward our indebtedness. Sewer bonds generally run 15 <br />years and water bonds for 10 years. Assessments must be paid before the lots can <br />be sold. There was discussion on the green acres law and deferments as well as <br />other programs for payment of-assessments. <br />Mr. L'Allier stated that a written petition to the Council would be necessary. <br />Mr. Jandric thought that his verbal request would do to see how the Council felt <br />about the request. Mr. Locher stated that a written petition would be necessary <br />for 'c nsideration. Mr. L'Allier felt that we should get reports from Springsted, <br />Inc. on funds being available, from the Attorney on the legalities of the <br />assessment, some guarantees of payments to be made, and that the Engineer should <br />check on size and cost estimates. Mr. Jandric stated that he needed 45 days lead <br />time, didn't want to monkey around, couldn't the Council approve the request subject <br />to the Engineer's and Attorney's approval. Mr. Jandric also stated that he would <br />hire a local billing clerk and turn same over to the Village with the plant. <br />Mrs. Bohjanen asked if this was a request for the Village to put in a private <br />operator. Mr. L'Allier answered that this would be a Village system operated by <br />Village supervision when it pays for itself. <br />Mr. L'Allier reiterated that we had two proposals, this system or a franchise. <br />Mr. Bohjanen felt we should move in view of the fact of no Engineering or figures, <br />we should all get together concrete facts for the next meeting or earlier to look <br />at. Mr. Locher stated that a written petition must be submitted prior to the <br />meeting. Mr. Rosengren asked if the Council would make a definite decision next <br />1 <br />1 <br />
