Mr. L'Allier stated that we had spent lots of time in order to protect the <br />Village and people; however if all this is received prior to the next meeting, then <br />a decision will be made next time. It was felt that if all reports were in by <br />the third or fourth, we could meet sooner; Mr. Cardinal felt we could have a definite <br />answer on the eighth. <br />Mr. Bohjanen moved to request the fiscal agent, the Engineer and the Attorney to. <br />prepare feasibility reports at the earliest possible date prior to the eighth for <br />the convenience of the Council to study same; also the petition in writing by the <br />developer must be obtained by the Clerk; no hearing will be necessary. Seconded <br />by Mr. Rosengren. Carried unanimously. <br />Mr. Jandric also requested the procedure to obtain a liquor license for the clubhouse. <br />Mr. Locher explained what was needed. The Clerk will send application forms as <br />well as copies of Ordinances 31, 31A and 31B to Mr. Busch. <br />Mr. Jandric asked who was doing the work on our industrial development. Mr. L'Allier <br />explained that we have hired a planner, and that Mr. Jandric could contact Mr. McLean. <br />Mr. Bohjanen invited Mr. Jandric to attend the C&BDC meeting on the third, and will <br />send Mr. Jandric a copy of the brochure. <br />Mr. Houle asked if this license would be for a club. Mr. Locher stated that state <br />law requires a club to be in existence for ten years before it can have a club <br />license. Mr. Jandric stated that this would be open to any guests and did not wish <br />a club license. Mr. Charles Gottwaldt asked if this meeting would be open and was <br />told "yes." <br />The Park Board minutes of November 17, 1969, were read. Mr. Jaworski stated that the <br />bulk of the discussion was on the County joint plan. Both Counties were agreeable <br />to a park somewhere in that area. but Ramsey County objects to buying any more <br />property now; their funds are allocated to developing the park land they now have. <br />This then would kill the joint project in the Southeast corner of the Village. <br />There was discussion on possibilities of parks on Lake Amelia or Bald Eagle Lake <br />which would include Washington County also. This is now a dead issue. <br />Mrs. Tufts asked what was so great about Lake Amelia, it having a gravel pit. <br />Mr. Jaworski stated that this park would be left in a natural state for wildlife, <br />including blue herons. There was discussion on the Lake Amelia land and the possible <br />purchase with or without an election, also on Federal financing. Mr. Jaworski <br />stated that Mr. Gotwald was checking on the survey and had stated that the area <br />given was from the meander line --this being above the highest water level. There <br />was approximately 19.7 acres in one lot and 5.7 acres in the other section. There <br />was considerable audience discussion on assessments, bonds, etc. with Mr. Locher <br />giving details which he had given the Council before. Mr. Bohjanen wanted to know <br />about the 3 -5 acres of Jandric land at the creek to be used for park area, whether <br />extra people and boats would hinder the development. Public access would be needed. <br />Mr. L'Allier stated that the public could use the Jandric beach: that the Village <br />has the option to take cash or acreage; that they had received an offer and three <br />acres, 10 percent from Mr. Jandric for park and this would give free access. <br />Mr. Jaworski stated that they had pursued the matter of the County Park on Centerville <br />Lake. There had been rumors that the park was to be closed- -this had surprised <br />Mr. Kordiak since the County Park Board has definite plans to expand the park at <br />
