1 <br />1 <br />(about $50 per year); this would be put in writing when final plans were made. <br />Mr. Bohjanen moved to authorize negotiation with Blaine to go half on the cost of <br />street lighting on the freeway intersection if Lino Lakes pays for the light on <br />Sunset and Elm and Blaine for the one on Sunset and 35W. Seconded by Mr. Jaworski. <br />Carried. <br />Mr. Bohjanen asked if any of the Council members had filled in the blanks on the <br />brochure so that these could be turned in for the next C&BDC meeting. <br />Mr. Bohjanen asked if any billing had been received from the Planner and was told <br />no. Mr. L'Allier reminded him that the Village had authorized the preliminary <br />meetings. The Clerk was instructed to request monthly or periodical bills from <br />Mr. VanHousen. <br />Crystal Ahlman asked how she could apply for an off -sale liquor license. She was <br />told that the forms must be received from the State Liquor Commissioner. Mr. Locher <br />explained there would be no difference if this were issued to a corporation or an <br />individual as long as one individual lived in the Village; the insurance would be <br />the same. Mr. L'Allier noted that we would upgrade our insurance policy limits <br />later. The Clerk reminded Mrs. Ahlman that the procedure would take about two <br />months. <br />Mr. L'Allier stated that a group to be known as the building advisory committee would <br />be appointed by the Council; Mr. Rosengren would be liason and coordinator. He <br />asked the Clerk to call the roll for each member to appoint someone. Mr. Jaworski <br />appointed Mr. Glenn Rehbein; Mr. Cardinal appointed Mr. John McLean; Mr. Rosengren <br />appointed Mr. Roy Backlin; Mr. Bohjanen appointed Robert Raymond; Mr, L'Allier <br />appointed Mr. Ken Miller of Miller Bros. Construction. Mr. Cardinal moved to accept <br />this group as advisers to the Council. The objectives of this committee would be <br />to review the rough ideas of size and construction of the building plans and to <br />recommend as to changes in some; also they would interview contractors to get <br />competitive bids as well as expand on landscaping and other problems. Seconded <br />by Mr. Bohjanen. Carried unanimously. <br />Mr. Bohjanen felt it would be better to notify these people before a tentative date <br />for a meeting is set. Mr. Rosengren will advise the Clerk of the first meetinna. <br />Mr. John Bouthilet, President of the Northwest Saddle Club, rose from the audience <br />to say that he was late and to hear the Council's decision. He was advised that the <br />Council had denied the permit on the P&Z's recommendation. Others of the Club asked <br />if the hearing could be reopened as they have a considerable investment to protect. <br />Mr. Myhre mentioned that the police stop there regularly and if they had been advised <br />of the original thefts they would have started policing the area sooner. There <br />was considerable discussion on the need for a caretaker, not wishing to spend any <br />money on building a house for same, as the trailer would belong to the caretaker, <br />etc. The members had felt that the club would have been opened considerable to the <br />public if the caretaker would have been allowed; this way it will have to be com- <br />pletely private. They don't wish to go into renting problems either. Mrs. Judy <br />Hughes reported that since the club had been put in they had had problems with <br />vandals cutting their fence to get into club property. They had had no such <br />problems before that. <br />Officer Myhre mentioned that such areas were hard to police. Mr. L'Allier read <br />a letter from Acton Construction commending the Lino Lakes police for policing <br />their area regularly- -they had had no trouble with vandalism. The Council felt no <br />
