There was discussion on setting up a fee schedule for the signs. Mr. Locher read <br />the fees now charged in St. Paul and Minneapolis as follows: 60 sq. ft. or less: <br />$5.00; 61 -200 sq. ft: $10.00; 201 -400 sq. ft.: $15.00; for each additional 100 sq. <br />ft. over 400 sq. ft.: $2.50; directional signs for housing projects: 1/2 year: <br />$2.50; 1 year: $5.00; temporary signs (30 days) 10 sq. ft. $4.00; over 10 sq. ft.: <br />$6.00. Mr. Cardinal moved to set these fees effective for one year or until reset. <br />Seconded by Mr. Bohjanen. Carried. The Clerk was instructed to run off copies of <br />this schedule. <br />Mr. Cardinal stated that Brede, Inc., of Minneapolis, had requested a special use <br />permit to erect a sign on 135W on the SE corner of Lot 19, Block 3, Lakeview Wood- <br />lands Addn. Mr. Locher pointed out the location on the map. Mr. Cardinal moved <br />to grant on the P&Z recommendation, a special use permit to Brede, Inc. to erect <br />a sign at that location. Seconded by Mr. Jaworski. Carried. Mr. Rosengren <br />mentioned that one more sign was to be donated by Meyer Sign Service for informa- <br />tional use somewhere in the vicinity of 135W and Main Street. He requested that <br />a piece of public property (a former dedicated roadway) be reserved for that purpose. <br />Mr. Dielentheis, Mr. Jensen and Mr. Busch stepped forward to present copies of the <br />preliminary plat for Lakes Addition No. 2. Mr. Dielentheis stated that the plat <br />met or exceeded all requirements of the ordinances and pointed out various areas <br />on the plat and what their future use would be. Mr. L'Allier pointed out that <br />there was no formal report on the plat from Mr. Gotwald since the P&Z had not <br />requested one of him. P&Z had given no recommendation on the plat. Mr. Busch <br />stated that he felt that the P&Z had no objections to the plat, that they were <br />not unfavorable. There was a considerable amount of discussion on the various <br />outlots and uses. Mr. Busch especially wished that the Council would rezone to <br />commercial one outlot in the plat so that in the future stores and retail shops <br />could be put in there. The plat includes lots for 124 residential units. A check <br />for the platting fees was presented. Mr. Locher felt that there would be no <br />problem in holding hearings for rezoning of the parcel on the same nights as the <br />hearing for the plat. <br />Mr. Cardinal moved that the plat for Lakes Addition No. 2 be received and filled with <br />copies to be sent to the Engineer, Attorney and Planner so that these persons will <br />have reports on the plat for the first meeting in January. Seconded by Mr. Rosengren. <br />Carried. <br />Mr. Cardinal moved to set the dates of Jan. 21, at 8:30 p.m. before the P&Z and <br />Jan. 26, at 9:00 p.m. before the Council for hearings on the final plat. Seconded <br />by Mr. Bohjanen. Carried. <br />Mr. Jaworski moved that all be done that is necessary to set hearings for the re- <br />zoning of Outlot J to limited commercial using a metes and bounds description and <br />also for a special use permit for multiple- -unit dwellings and the sewage plant with <br />the Attorney checking on the details; the legal descriptions for Outlots G, H, <br />K & J are to be submitted. Seconded by Mr. Rosengren. Carried. <br />At 9:21 the hearing for the special use permit for Verner Dahl was called to order. <br />Mr. Cardinal stated that Mr. Dahl was withdrawing his request. However, since the <br />hearing had been called, the affidavits were read and the location shown on the <br />map. The clerk noted that Mr. Dahl had submitted $100 towards the fees. No one <br />in the audience offered any comment, pro or con. Mr. Cardinal mentioned that <br />Mr. Dahl had called him and stated that he was moving back to White Bear Lake and <br />would leave the trailer on the property, also would like to leave a light burning <br />to prevent vandalism.
