1 <br />rail system is planned for Minneapolis by 1975; the suburbs should show the authorities <br />that we want the same type of service into the cities. Public ownership of the transit <br />system seems to be in the books. <br />Mr. Bohjanen asked Mr. Ross if this would take away any private bus companies; Mr. Ross <br />believed so. However, this does not necessarily mean condemnation if the companies <br />sell. <br />Mr. Jaworski discussed the selling price of the Twin City Lines with Mr. Ross. Mr. <br />L'Allier asked how long the proposed rail system was to be and where the lines would <br />run. Mr. Ross stated that St.,Paul was already complaining about the system since it <br />would only be in Minneapolis. A line is scheduled for St. Paul in 1990 during the <br />third phase of operation. <br />Mr. Dennis Houle asked if the union was going to have a representative on the panel to <br />give the union's estimate of the worth of the lines for cost analysis. Mr. Ross replied <br />that there had been no consultation in his ranks on this yet. Mr. Houle pointed out <br />that only the drivers know the condition and age of the vehicles and could give a <br />better estimate than some other appraiser. Mr. Ross was thanked for his talk. <br />Mr. L'Allier then stated that 2 years ago the Council started selecting a person who <br />had contributed outstanding service to the community. The person selected this year <br />has been a resident of Lino Lakes for 19 years; in 1953 he was involved in school <br />affairs; in 1955 he was appointed to the Road Study Board; he has been on the Council <br />and served as acting Mayor and finally as Mayor. He has been active in church affairs <br />at St. Joseph's Church as well as the VFW; he has been extremely active in his union, <br />serving as the vice president of that union; he is still serving on the Road Study <br />Board. Mr. L'Allier proclaimed Mr. Al Ross as Man of the Year and presented a plaque <br />to Mr. Ross. Mr. Ross was speechless for a moment, finally saying that he was very <br />honored, but felt there were many others who deserved the honor more than he. <br />Mr. L'Allier then proceeded with the appointments, making a perpetual motion and stating <br />that anyone could call for a vote when he wished. The appointments were as follows: <br />Acting Mayor—Mr. Jaworski Clerk-treasurer--Mrs. June L. Emerton <br />Mr. L'Allier mentioned that the Deputy Clerk had resigned; Mr. Jaworski stated that <br />one application for the position had been received by the Personnel Commission and <br />that they recommended this applicant. Mr. L'Allier then appointed Mrs. Imogene <br />Secretan on the Personnel Commission's recommendation. <br />Attorney -- Babcock, Locher, Neilson & Mannella, with Landol Locher our representative. <br />Engineer--Milner W. Carley & Associates, with George Gotwald our representative. <br />Building Inspector--Mr. Albert Dupre. <br />Assessor —Mrs. Richard Sarner <br />Weed Inspector -Mr. R. V. Ellingsen <br />Animal Control—Mr. Bruce Fleming <br />Civil Defense Director—Mr. Charles Cape <br />Fire Marshall—Mr. John Juleen <br />Health Officer - -Dr. Midboe of Forest Lake <br />Mr. Jaworski asked that a vote be taken on these appointments and moved to confirm <br />the above appointments. Seconded by Mr. Cardinal. Carried unanimously. <br />IIIBids from three newspapers had been received and were read: Anoka County Union & <br />Shopper, Forest Lake Times and the St. Paul Dispatch. <br />Mr. Bohjanen moved to accept the bid of the Anoka County Union & Shopper. Seconded <br />by Mr. L'Allier. Vote: No--Mr. Jaworski, Mr. Cardinal and Mr. Rosengren; Aye -Mr. <br />Bohjanen and Mr. L'Allier. The motion failed. <br />
