1 <br />Mr. Cardinal -- Liaison to the Planning & Zoning Commission and alternate liaison <br />to the Anoka County Assn. of Municipalities. <br />Mr. Jaworski -- Liaison to the Park Board. <br />Mr. Bohjanen -- Liaison to the Community and Business Development Commission; if <br />necessary attending any meetings of the Rice and Coon Creek Water- <br />sheds. Also, a yet to be named committee of the Anoka County <br />Assn. of Municipalities. <br />Mr. Jaworski moved to confirm these responsibilities. Seconded by Mr. Rosengren. <br />Carried. <br />The Clerk read the year - ending fund balances as follows: General Fund -- $2,025.45; <br />Park Fund -- $2,794.94; Roads & Bridges Fund -- $6,758.24; Gopher Fund -- $784.65; <br />Fire Protection Fund -- $3,703.40; Civil Defense Fund -- $690.38; Debt' Redemption <br />Fund -- $6,917.13; Total funds -- $23,674.19. Mr. L'Allier thanked the Council members <br />for keeping all the funds in the black last year, noting that no transfers had to <br />be made; he expressed the wish that they do as well this year. <br />61 <br />Mr. Rosengren proposed that the remaining $2,000 owing on Street Bond No. 2 be <br />paid up and the remainder of the Debt Fund be placed in the General Fund. Mr. Locher <br />stated that he could check the bond to see if it were callable and what the penalty <br />might be. Mr. L'Allier noted that if interest rates were good the money could be <br />invested or put in bonds. Mr.' Rosengren moved to authorize the pay off of the <br />outstanding debt of $2,000 on Street Improvement Bond No. 2 and the withdrawal of <br />the remaining funds from the Debt Redemption Fund. Seconded by Mr. Cardinal. Carried <br />unanimously. <br />The Clerk presented cigarette license applications from the following: Nathe Brothers, <br />B.I.O., Inc., Aragon Ballroom, Lino Lakes Store, Ruth Cegla and Hank's Cafe. Mr. <br />Jaworski moved to approve cigarette licenses for the above. Seconded by Mr. Bohjanen. <br />Carried unanimously. <br />After discussion, Mr. Bohjanen moved to grant a 1970 bingo permit for Circle -Lex VFW <br />Post 6583, providing the permit indicates which days of the week bingo is to be <br />played. Seconded by Mr. Jaworski. Carried unanimously. <br />Affidavits of publication for Ordinance Amendment No. 6Q had been received. Mr. <br />L'Allier noted this was the amendment concerning the allowance of four 90-day permits <br />for trailers in conjunction with a building permit with a maximum of one year. <br />Mr. Cardinal moved to adopt Ordinance No. 6Q as written. Seconded by Mr. Jaworski. <br />Carried. <br />A letter from the State Hwy. Dept. was read stating that they agreed that additional <br />speed limit signs were necessary on Hwy. 326 (Lilac St.) and these will be installed <br />in the near future. Mir. L'Allier noted that this was one of the few times a positive <br />answer had been received from them. <br />The Clerk stated that she had contacted Mr. Schwankl concerning the fuel oil; Mr. <br />Schwankl had indicated that the cost of pumping out the remaining fuel oil would <br />probably be greater than the refund. He had suggested that a line with a clamp be <br />hung from the tank for the shop men to clean parts, etc. with. Mr. Bohjanen moved <br />to accept this recommendation. Seconded by Mr. Cardinal. Carried unanimously. <br />IIIThe Clerk reported that Mr. Waldemar Hill had suggested that the Gopher Fund be <br />included with the General Fund since it is so small in amount. Mr. Cardinal moved <br />that this be done. Seconded by Mr. Rosengren. Carried unanimously. <br />
