6 <br />Mr. Cardinal had no report, but stated that he would like to see a letter written to <br />Mr. Stanley for his work on the P&Z. Mr. L'Allier felt that letters should also be <br />sent to the members of the Personnel Commission; that they have done a considerable <br />amount of work such as on the grader. A letter should also be sent to Al Thiltgen <br />who was on the Park Board. The next P&Z will be on January 21. <br />Mr. L'Allier asked Mr. Ron Langness of Springsted, Inc. for his report on the pro- <br />posed forthcoming bond sale. Mr. Langness stated that the market has been improving <br />since the holidays, he thought we could sell the bonds now if we offered them in <br />January. He discussed various aspects of the current trends and passed around copies <br />of a letter and the schedule of bond payments. The issue has been shortened to 12 <br />years with only the first two years calling $5,000 bonds and the rest $10,000. The <br />issue would be paid up in 1982. There was considerable discussion, with W. Langness <br />noting that no real improvement could be expected before 6 months, that the municipal <br />bond market is the last to change. Mr. Langness stated that he had been presumptuous <br />and had sent the copy to the publishers with the right to cancel. It would be pub- <br />lished on the 17th and the sale could not be held for 10 days following that. There <br />would be little difference in the interest bid, we would just be trying to get a bid. <br />Mr. L'Allier stated that if we go ahead on this we should stipulate that we be authorized <br />to negotiate a sale if no bids are received. This would have to be done within two <br />weeks and no changes could be made in the terms as bid. Mr. Langness stated that it <br />was too late to negotiate from the last sale. <br />After further discussion, Mr. Rosengren moved to advertize for bids and authorize the <br />sale of the bonds on the 29th of January at 7 p.m. with the stipulation that if the <br />bonds are not sold that we pursue another avenue by trying to sell them within this <br />area or negotiating a sale, and that we adopt the resolutions necessary for this sale. <br />Seconded by Mr. Cardinal. Carried unanimously. <br />Mr. Langness stated that they would get the necessary publications to the Forest Lake III <br />Times the following afternoon. <br />Mr. L'Allier asked for reports on the Jandric preliminary plat - -Lakes Addition No. 2. <br />A letter from Mr. Gotwald was read. Mr. Gotwald felt that the plat was okay except <br />for drainage in low spots. He stated that several lots were platted in the swamp <br />area, He read the Ordinance section concerning this. He said that Jandric intends; <br />to fill these low lots but that we should have something on record. Soil reports <br />would be necessary. Mr. L'Allier stated that we could have the Clerk or other official <br />ask them to make the changes.` Mr. Gotwald noted that 6' of fill would be necessary <br />and that the lots would have to settle from 12 -18 months. If the peat were excavated <br />and dirt compacted, then tests would be necessary before the plat is accepted. He <br />had no comment on the proposed rezoning but had a copy of a letter written to the P&Z <br />by Mr. Van Housen. Mr. GotwaId felt there were no advantage to excluding the outlots <br />from the plat. <br />Mr. Cardinal asked for copies of Mr. Gotwald's letter be sent to the P&Z. Mr. Gotwald <br />will send copies to the P&Z and the Council. The Clerk was asked to make copies of <br />the Van Housen letter for the Council. <br />Mr. Langness stated that he had no other comments than the previously stated Springsted <br />policy that they felt that the Village should not get into the financing of private <br />developers. <br />W. Jaworski noted-that-there had been some question about the park dedication on <br />this plat. He asked if the 10% would be only of the platted lots and not the golf <br />course. Mr. Locher felt that the golf course and outlots would be part of the plat <br />and not excluded. Only the roads are excluded. Mr. Gotwald mentioned a recent <br />
