64 <br />Mr. L'Allier read the letter from the Anoka County Assn. of Municipalities regarding <br />their budget and the dues for 1970. Lino Lakes' share comes to $145.90. Mr. <br />L'Allier moved to pay the 1970 dues to the Association. Seconded by Mr. Cardinal. <br />Carried unanimously. <br />Mr. L'Allier then gave his thoughts on matters he hopes the Council will accomplish, <br />in 1970; <br />1) Like to see the Council adopt the street improvement program as previously <br />set forth by the Engineer- -the elimination of gravel roads. <br />2) Review with the Planner particularly any major development and /or <br />rezoning. <br />3) Work for the installation of County and local communications with the Youth <br />Center to help in the capture of escapees. <br />4) Within the next few weeks reappoint the Mayor's Committee for the Youth.. <br />Center like the one which worked during the 1969 legislative session. <br />5) Institute an initial summer teen job program where persons could call into <br />the Clerk or some other person to register a need for help or willingness <br />to help on a schedule. <br />6) Recommend strongly that the Council suspend all mobile home park hearings <br />this year and use the time to work with the Planner, and Engineer to <br />decide if we want the same and where we would allow the same to develop to <br />make this fair to all. Also, that we allow only expansion of the present <br />mobile home park. <br />7) He agrees in part with Al Ross that we should derive some benefit from mass <br />transit since we have no control over it, but the benefits should be <br />suburban, not just urban. <br />8) Hope the Council will withhold any approval of Open Space programs until <br />the fiscal disparities are resolved. Lino Lakes is intended to be a large <br />part of the Metro Park System, but they wish to pay our tax loss for only <br />2 years. <br />9) Like to see the postal department establish a sub - postal system in Lino <br />Lakes to serve the present population and the developments coming in. <br />10) Request the Metro Transit Commission to do what is necessary to subsidize <br />the small lines or set up specific plans for a system here soon. <br />11) Mr. L'Allier also hoped that after the Park Board has defined their long <br />and short range park plan that the Council will adopt the same and pursue <br />their development. <br />Mr. L'Allier stated that he wished to thank the Drifters Snowmobile Club for the work <br />they have done with the youngsters in their training course and testing. <br />Mr. Gotwald presented an application by Northwestern Bell Telephone Co. to install <br />6 -duct line (about 33' from center) along the West side of Hodgson Road to Birch <br />Street. He recommended approval on this. Mr. Rosengren moved to grant approval <br />of this request. Seconded by Mr. Cardinal. Carried. Mr. Gotwald mentioned that a <br />request to put in line along Birch Street had been received but that he had not had <br />time to study it yet. <br />Mr. Locher stated that a certificate of insurance had been received for Berghorst <br />Plumbing & Heating; however, under Ord. No. 48, it will be necessary to raise the <br />insurance limits on property damage from $1000 to $5000. The Clerk will write to <br />them. <br />Mr. Locher stated that the requested corrections on the Chomonix Country Club <br />insurance had been made with the exception of the deletion of the assault exclusion. <br />He had discussed this with the agent and felt that it was for the Council to decide. <br />
