There was discussion on this. Both Mr. L'Allier and Mr. Bohjanen felt that they would <br />like to see the assault exclusion clause removed from the policy. Mr. Bohjanen moved <br />to table the matter until this is clarified. The Clerk will make copies of the <br />attached note for the Council and put the matter on the next agenda. Seconded by <br />Mr. Jaworski. Carried unanimously. <br />Mr. Bohjanen moved to accept the entire wage scale, effective January 1, as set <br />at the special December 15 meeting. Seconded by Mr. Jaworski. Carried unanimously. <br />Mr. L'Allier recommended and moved that with regards to the police department, the <br />following 1970 wages, effective Jan. 1, be adopted: Senior constable- -raise from <br />$200 to $225 /month; Constable- -raise from $185 to $200 /month; Asst. Constable- -raise <br />from $74 to $100 /month with the stipulation that when there is proof that he has <br />completed his advanced Red Cross courses, he will receive $125 /month. Seconded <br />by Mr. Jaworski. Carried unanimously. <br />The matter of raising the Council expenses per month was discussed. Mr. Bohjanen <br />stated that he had held back last time because he wanted to make the proposed increase <br />public in the minutes and the papers. He was now satisfied on this point. Mr. <br />Rosengren moved to increase the expenses for Council members from $5 /month to $15 /month, <br />an increase of $10 /month. Seconded by Mr. Uaworski. Carried unanimously. The Clerk <br />stated that she preferred to write separate wage and expense checks to clarify book- <br />keeping. There were no objections. <br />Mr. Rosengren mentioned that he had received phone calls concerning the burning ban <br />that wa supposed to go into effect January 7. This was apparently changed, but ke <br />doesn't understand the ruling entirely regarding having 3 years to provide total <br />garbage pickup service. .Mr. Locher stated that the Metro Council is developing regu- <br />lations on landfills, but they have not met their own deadline. He will get copies <br />of ordinances regarding scavenger licenses and regulations. The State law will super - <br />cede all local ordinances. <br />A letter from Gethsemane United Methodist Church was read voicing their disapproval <br />of the pending off -sale liquor store to be located across Hwy. 49 from them. The <br />Clerk mentioned that she had received a call from Rev. Willard explaining that the <br />church board had not yet decided on the exact location for the new church, but that <br />it might be built between the present structure and the parsonage; therefore the <br />board was afraid that there would not be the required distance of 1000' between the <br />new structure and the off -sale store. Mr. Locher read from Ord. 34 on the 1000' <br />requirement, stating that it stated "any existing structure." After discussion, <br />Mr. Rosengren moved that a letter be sent to the church board asking them for a letter <br />of intent on the date of construction for the structure or else copies of the building <br />plans; stating that we have no choice but to grant the off -sale license under Ord. 34 <br />unless such letter or plans are received by February 9, 1970. Seconded by Mr. <br />Bohjanen. Carried. unanimously. <br />Mrs. Bohjanen stated that she believed a newer State law allows the Council to vote <br />themselves a raise providing that notice was published and no objections in the form <br />of a 10% voter petition was received. Mr. Locher read the new law; however, this <br />does not apply here as the Council is raising the amount of expenses, not salary. <br />The Clerk stated that there was a problem with a person objecting to the fees charged <br />him for his request for a mobile home park since the Ordinance states a fee of $75.00 <br />for same. Mr. Locher felt that an ordinance, besides an earlier resolution, requiring <br />the payment of all legal and other costs incurred for requests for rezoning and <br />special use permits, etc. was legally enforceable. Mr. Jaworski moved that the <br />Attorney draft an ordiname requiring the payment of all costs by petitioners for <br />
