70 <br />with the Metro Council plans. He felt that Anoka County will need two major sites <br />besides several transfer stations. The garbage haulers feel it is not economical to <br />haul over a distance of 12 miles. Mr. Steffen stated that the landfills in the, County <br />would not be publicly owne . There was discussion on the average person hauling <br />loads into a landfill, els on the definition of a transfer station. Mr. Steffen <br />felt there would be pie service, everywhere in the County. This service would <br />take care of junk appli aces, etc., but nal junk cars. Trees are a problem to <br />dispose of, perhaps they will be an exception to the burning ban. <br />Mr. Steffen discussed the proposed Rice Creek Watershed, stating that the County <br />needed to have the feelings of the various communities before they make a decision. <br />He didn't want things to go the way of the Coon Creek Watershed. <br />W. Steffen noted that Anoka County does not have the power itself to start a water- <br />shed district but that Washington and Ramsey counties do. There was some discussion <br />on representation on the board, Mr. Steffen didn't see any problem of combination <br />of the core cities on such a board. Upon questioning by the Mayor, Mr. Steffen <br />stated that Anoka County, has not yet taken a position on the matter. <br />Mr. Burman added some comments on the various feelings of different communities which <br />would be involved in the Watershed. Mr. L'Allier thought we would have something for <br />the County shortly on this. Mr. Rosengren inquired whether the basic problem of the <br />Watershed would be to drain the area. Mr. Steffen stated that it could relieve <br />flooding problems, control lake levels but should not be solely to protect Fridley <br />from flooding by flooding us out or having St. Paul pump out an enormous amount of <br />water each winter. There was discussion on the possibility of cleaning out our lakes <br />of mud and making them deeper. Also discussed was the problem of polution of the <br />water downstream from the cities from salt, etc. while most of the emphasis was on <br />more control upstream from the cities. <br />Mr. Steffen mentioned the Sheriff's policing offer to Lino Lakes, Lexington and <br />Circle Pines. He stated that the $124,000 was a gross figure. There has been some <br />talk of subsidizing by the larger cities in the County. There was some discussion <br />on the cost of providing the County jail and detective services for which we pay <br />some $3 per capita per year. Mr. L'Allier read the report of the January 13th <br />meeting between Lexington, Circle Pines, and Lino on policing. They had decided to <br />ask, the International Assn. of Police Chiefs to give a report or make a study on <br />this and had set a date of August 1970 as a target date on a decision on the method <br />of policing to be used, just ahead of budget meetings'. <br />Mr. Jake Lundheim gave some comments on signing and the turnback of Old Hwy. 8 to the <br />County. He will bring a resolution on this later. He stated that the County Road <br />Dept. budget for 1970 was $1,800,000 and that Lino Lakes had provided some $19,000 <br />in road assessments last year. ]tom. Lundheim stated that construction work now lined <br />up includes the resurfacing of Main Street as well as CSA 53, (Sunset Avenue) and <br />grading of CSA 21 (Centerville Road). There will be bituminous surfacing of the <br />east frontage road of,I -35E and also County 54 on the other side of I -35W. Mr. Lund - <br />heim stated that he had not heard of a proposal to turn the East County Line over to <br />Anoka County after the freeway is finished. However, both Mr. Burman and Mr. Steffen <br />mentioned that such a proposal had been made but no action taken yet. Mr. Burman <br />handed out a sheet on speed limits as set by State law. The gentlemen were thanked <br />for coming. <br />The hearing on the acceptance of the preliminary plat of Lakes Addition No. 2 was <br />opened at 9:20 p.m. Mr. Locher read the affidavits for mailing and posting. <br />Mr. Cardinal mentioned that the Planning and Zoning had discussed the low lots in the <br />plat and had been informed that the peat,would be removed and the lots filled in. <br />
