Jandric anticipates putting in storm sewer which would drain to Ward Lake. Mr. Jensen <br />of Suburban Engineering. stated that he had discussed this with St. Paul and they <br />had no objections to this. <br />Mr. Cardinal stated that the P&Z had recommended the acceptance of this plat but that <br />before anything was to be done with the outlots they must come before the P&Z and <br />Council again. Mr. Locher noted that there would be subsequent platting on the outlots <br />starting with G. No permits would be issued until platting of these outlots was <br />completed. The low lying lots are in Blocks 5, 6 and 8. Mr. Cardinal mentioned the <br />letter from George Gotwald dated January 12. <br />Mr. Cardinal then moved per recommendation of the Planning & Zoning that Lino Lakes <br />accept the preliminary plat of Lakes Addition No. 2 with the stipulation that the <br />low areas be properly provided for as set forth by Mr. Gotwald before building permits <br />are issued. Seconded by Mr. Rosengren. Carried unanimously. <br />Mr. Busch stated that the final plat would be brought later; he felt that the Council <br />did not need to include in their acceptance motion the stipulations and requirements <br />which were included in our ordinances. They would have the preliminary layout of the <br />storm drainage. No one wished to speatt either favorably or unfavorably on the plat. <br />The hearing closed at 9:34 p.m. <br />The hearing for rezoning of Outlot J of Lakes Addition No. 2 was called to order at <br />9:35 p.m. Mr. Locher read the affidavits of mailing and publishing, stating that the <br />lot was desceibed in metes and bounds since the plat is not yet on record. The re- <br />zoning would be for limited commercial use for retail shops and offices, excluding <br />filling stations. Mr. Cardinal stated that the Planning & Zoning had recommended this <br />limited commercial use of Outlot J after considering Mr. Van Housen's letter on the <br />matter. Mr. Busch stated that Jandric would come before the P&Z and the Council with <br />specifies on screening, etc. before asking for building permits so that they could <br />comply with requirements which seem fitting at that time. <br />There was no one who wished to speed in favor of the rezoning. However, Mr. and Mrs. <br />Dale Hughes and Mr. and Mrs. Robert Olson were not in favor of having a commercial <br />development and the increased traffic in front of their places which are directly <br />across Birch Street from Outlot J. <br />Mrs. Bohjanen asked whether, when the sewage plant is built, if it will be on leased <br />land or on someone else's property. Mr. Locher stated that they are planning on <br />an easement grant which would terminate when the interceptor is hooked up. Mr. Busch <br />felt this plant would be mainly earthwork with prefab units which have repetitive use <br />in another area later. Mr. Locher mentioned that this would be without charge to the <br />Village and conditional upon the acceptance of plans by the PCI, etc. <br />Mrs. Bohjanen asked if the plant would belong to the Village; Mr. Locher replied that <br />it would until the Metro Council wants it. Mr. L'Allier mentioned that the Metro <br />Council and the Metro Sewer Board have specified that there will be no private of <br />community plants- -that they will take over all of them. <br />Mr. Cardinal moved, upon the recommendation of the Planning & Zoning Board, that <br />Outlot J be rezoned Ord. 6R to limited commercial use as set forth in the hearing <br />notices, with the stipulation that there be no filling stations allowed and that no <br />permits be granted until detailed plans are presented and accepted. Seconded by <br />Mr. Rosengren. Motion carried unanimously. The hearing closed at 10:01 p.m. <br />The hearing for the granting of special use permits for Outlots G, H & K in Lakes <br />Addition No. 2 was opened at 10:02 p.m. Mr. Locher read the affidavits of posting <br />and mailing. <br />
