Mr. Cardinal noted that Outlots G and K were requested for townhouses and Outlot H <br />was for multi - family or apartment use. He stated that Mr. Van Housen had felt <br />that the request was premature and that Jandric should come before the Council <br />again with specific details on the request. <br />Mr. Busch stated that the company wished to know ahead whether the lots would be <br />available for this use and that the matter should be settled and on record as far <br />as buyers of single lots are concerned so that there would be no trouble later with <br />complaints. He stated that they would bring a preliminary plat of Outlot G with <br />specific layouts and details first within 30 days or so. Since they will be selling <br />homes this week, they wanted the areas specified for use right away although they <br />do not plan to build townhouses right away. Plans for Outlots H and J will come in <br />the future since they cannot be used until the sewage plant unit is disposed of. <br />However, if the plant is not located in Outlot K, they will develop it sooner. <br />There was no opposition from the audience. Mr. Locher noted that Jandric would not <br />be able to sell parts of Outlots G & K because of the restrictions of Ordinance 21A; <br />that the Village was safe since the outlots would need platting before they are <br />developed. <br />1 <br />Mr. Cardinal moved, on the recommendation of the Planning & Zoning Board, that special <br />use permits be granted for Outlots G, H & K of Lakes Addition No. 2 as specified in <br />the notices and that no permits or development be allowed until the plats for these <br />outlots are submitted and accepted. Seconded by Mr. Jawcrski. Motion carried unanimously. <br />Mr. Busch noted that 1) the names on the streets in the plat are approximate and <br />not definite; that these would be discussed later in the hearings on the final plat <br />in 30 -40 days, and 2) that the precise geometry of the parcels might be changed <br />slightly by the engineers in the road contours, etc., for the final plat. <br />Mrs. Kay Olson asked when Mr. Busch would predict that people would be living in <br />houses in the development. Mr. Busch replied that he expected it would be within <br />5 months of February 1st. The hearing closed at 10:16 p.m. <br />The hearing for the rezoning of land for Acton Construction was called to order at <br />10:18 p.m. Mr. Paul. Miller introduced Ralph Chiodo and Bob Isakson who had done <br />planning work and advisory work on the proposed sites, which has been named Lakes <br />Industrial Park. <br />Mr. Isakson spoke on the study which has been conducted giving three points in <br />particular: the high -value development type of land, the accessibility of freeway <br />I-35E and the availability of land. He felt that the area north of County 54 should <br />be given first priority for an integrated industrial park; they were here to request <br />rezoning for part of the land. <br />Mr. Isakson proceeded to show several drawings of the physical aspects of the land <br />as well as the drawings of the proposed development. He noted that the road through <br />the project followed the NSP powerline part way as well as Clearwater Creek; that <br />the land was divided into 3 acre to 20 -acre parcels with proposed parking for 1600 <br />cars. There was a 50' setback from all property lines. They proposed to join in <br />with the Metropolitan Sewer District; detailed plans for everything would be brought <br />in later. Slides on the existing Acton building were shown. <br />Mr. Cardinal stated that the land to be rezoned did not include the 60 acres on <br />the west side of I -35E, but only the 80 acres on the east side.
