the form and to put $200 down toward the rezoning and the variance needed for a
second 25' strip of land which he had purchased adjacent to the first such piece.
Mr. Cardinal moved that hearings for the rezoning and the variance be set before
the Planning & Zoning Board on May 20th at 8 :30 p.m. and before the Council on
May 25th at 8:30 p.m. Seconded by Mr. Rosengren. Carried unanimously. There was
more discussion as Mr. Locher checked out the legal descriptions.
Mr. Cardinal reported that at the Planning & Zoning meeting held on March 18, reprsent-
atives of the various sign companies had been present. However, no action was taken
on their requests since members felt that a map should be drawn up by the Engineer
showing the exact locations of all the sign applications. As each application comes
in, it will be referred to the Engineer to be checked out before being presented to
the P&Z for a recommendation. Mr. Cardinal moved that Mr. Gotwald be authorized to
make three sets of maps showing all sign application locations; one set each for the
Building Inspector, the P&Z and the Council. Seconded by Mr. Rosengren. Carried
unanimously.
Mr. Cardinal stated that the Plumbing Inspector, Mr. West, had been present at the
Planning & Zoning meeting to comment on the new Minnesota Plumbing Code. He had felt
it to be a good code with the exception of some materials such as plastic pipe. Mr.
Kelling, Mr. Karth and Mr. Husnik had been appointed to study the Code and make a
recommendation by the next P&Z meeting.
Mr. Cecil LaMotte had been present at the Planning & Zoning meeting to present a
proposal for LaMotte's Third Addition. Members had felt that the easement strip should
line up with the park property. After discussion on the feasibility of this, Mr.
Locher stated that an amended plat would have to be filed with the plat completely
redrawn, etc., an expensive procedure. Besides, the County doesn't like amended plats
as they cause confusion. Mr. Cardinal stated that they would not ask for this change
on that basis. The finished preliminary plat will be brought to the next Planning &
Zoning meeting for recommendation on hearings.
Mr. Cardinal stated that Mr. Clyde Rehbein had returned to the P&Z to request another
variance on the same parcel as previously (in February). Drawings of the proposal to
put three duplexes on the parcel in an arrangement similar to those in Rondeau Lake
Addition were looked at. The P&Z had recommended that the variance be denied since
the combined driveway would not be wide enough for a street, and they felt that it was
not the thing to do. Mr. Rehbein was not present. Mr. Cardinal moved that the Council
deny the request of Mr. Clyde Rehbein to divide the lot into three parcels for duplexes.
Seconded by Mr. Jaworski. Carried unanimously.
Mr. Cardinal mentioned that the Planning & Zoning had discussed the sign to be donated
by Meyer Sign Co. for information for the Village on 135W and Main Street. They
wished to know if the sign counted like the other signs. Mr. Rosengren gave some
details on the sign: 10' x 20" on five posts. The problem on the first sign is that
the lease of the property is $50.00 /year; supposedly all the businessmen would share
this cost; but no one has yet contributed. The sign on the east side is on Village
property. He would like to see both signs lighted; this cost to come from a kitty,
the electricity would be metered by NSP. Mr. L'Allier asked Mr. Locher if the Village
could justify such an expenditure.
Mr. Cardinal stated that he had received several complaints on two items: the Paul
Oman place on Lake Drive was becoming a junk yard; someone, possibly Harold Hoffman,
had hauled in cars on Centerville Lake Road to burn on the Cartier farm. One of these
had become stuck in a bud hole, and in being pushed out had left glass on the road
in quantity to keep the school bus from using the road. After the cars are burned,
they are hauled out again. There was discussion as to solutions of the problem. Mr.
L'Allier stated that the police would check out the complaints.
