104 <br />Mr. Cardinal reported that he had secured an extension of the option on the Lake Amelia <br />property for $200.00, the expiration date January 31, 1971. Before paying the <br />$200.00 Mr. Cardinal had checked with Mr. Locher who, upon checking the resolution <br />authorizing the option, had stated that this was "within limits." <br />Mr. Locher stated that he could find nothing in his book on the signs to be donated. <br />He will double check for the next meeting. <br />Mr. Cardinal asked Mr. Locher if it would be possible for a person owning 5 acres <br />containing a house to sell a portion of his property amounting to 4 1/2 acres, <br />keeping only 1/2 acre with the house. Mr. Locher stated that this could not be done <br />withouta variance sinee.,he would be creating a parcel less than 2 1/2 acres in area <br />and less than 150' frontage width. <br />Mr. Waldemar A. Hill, Accountant, presented the 1969 Audit. Mr. Hill spent a half - <br />hour going over figures on Pages 8, 17, 21, 9 and 23 in detail. He mentioned that <br />we had improved our cash position $6,000 over 1968, that all funds had ended in the <br />black, that he recommended that the small gopher fund be combined with the general <br />fund (this, has been done), that we were keeping a safe kind of operation. About $5- <br />$6,000 will be received in additional sales tax funds this year. He mentioned that <br />personal property values do not go up very fast; the State kicks back funds for the <br />exempt personal property. He did not have figures on how much assessed valuation would <br />be lost due to the Green Acres law, but he thought that the County Assessor should have <br />the figures. The Clerk was asked to check on this. Mr. Hill stated that the mill <br />rate of 60.97 mills was a little higher than expected, due to the assessed valuation <br />not rising as expected. Al Ross asked if Mr. Hill had the "hospital district mill <br />rate and was told "no ". <br />Mr. L'Allier mentioned that this mill rate seems particularly high because the mill III <br />rate had been reduced during the four previous years. The mill rate in 1964 -1965 was <br />52.37, a difference of 8.6 mills from the current levy. This figures out to an overall <br />rise of 1.7 mills per year for the last 5 years. Mr. Hill noted that the Village had <br />not wished to get caught in a squeeze this year. Mr. L'Allier thanked Mr. Hill for <br />his report and his promptness in getting our audit finished. <br />The Park Board minutes were read. Mr. Jaworski stated that Mr. Art Hawkins had shown <br />pictures of the Lake Amelia areas taken in 1941, when there was no water at all, and <br />then later pictures showing the bog breaking up and disappearing. The State Conser- <br />vation Dept. is diking an outlet to maintain a steady level. Lake Amelia is one of <br />the furthest south spots for loons to nest. Up to 45 different species of nesting <br />birds had been counted on the lake. Mr. Hawkins had felt that the park should be <br />used for nature study utilizing foot paths. <br />Mr. Jaworski moved to authorize the Planner, Mr. Van Housen, to attend a couple of <br />Park Board meetings. Seconded by Mr. Cardinal. Carried unanimously. <br />.Mfr.. Jawprski also mentioned a meeting the following eveni _ at the Centennial Elementary <br />School for parents of hockey players and other interested persons to form an associ- <br />ation to promote pee -wee hockey in the area. Mr. L'Allier thought that the Clerk should <br />send letters of appreciation to the pee -wee hockey league coaches, namely, Earl Hughes <br />and Ron Jaworski. <br />Mr. Bohjanen passed out copies of the proposed layout of the Information Guide and ask <br />for corrections; he mentioned several items which had been changed and stated that <br />he felt it was ready for the printer except for the addition of the name of the new <br />policeman. It was decided to have all the terms expire on Devember 31 of their <br />
