Seconded by Mr. Rosengren.
Carried unanimously. Mr. Bohjanen requested that any further additions or corrections
be given him by the following evening.
Mr. Bohjanen stated that at the last Community and Business Development Committee
meeting he had been asked to serve as Chairman of that group; Mrs. Crystal Ahlman was
selected as Secretary. A new member is Paul Oman, 8071 Lake Drive. Mr. Bohjanen
stated that the letters were ready to be mailed to the businessmen.
Mr. Rosengren had no report, but wished to comment that, in 1960 when he first proposed
building a steel municipal building, a structure 40' by 60' would have cost $14,000.
Also, noting the article on landfills in the Newsletter, an operation which he tried
unsuccessfully to start for 11 years would have followed the same plans as outlined
in the Newsletter. Mr. Jaworski commented that he had been told at an Anoka County
meeting that the Pollution Control Agency would allow hardly any landfills in the
County due to the high water table; low sites would have to be filled in first and the
refuse placed on top of this and layered. Mr. Rosengren noted that at a fire marshall's
meeting the officials commented that the pollution thing had come all of a sudden;
they were told to stop everything and given no alternatives. There was some discussion.
Mr. Rosengren noted that the building committee had visited more steel buildings, and
wished to do a bit more study before completing specifications. It will be cheaper for
us to do our own contracting for the well, septic system, carpeting, panelling and some
other things.
Mr. L'Allier announced. the next Anoka County Assn. meeting would be at Columbia Heights
Wednesday, March 25 at 8:00 p.m. The guest speaker will be Dave Larsen, Chairman of
NSSSSD, who will explain the current activities of that body and the effect of the
new Metropolitan Sewer Board.
Mr. L'Allier spoke on the last Association meeting at which Tom Dean had spoken on
the proposed transit system. He commented that a main transit line ended in Woodbury
with a population of only 3,000 while there is nothing planned to reach into Anoka
County. They had no explanation for this, but stated that they had directives from
the Metro Council to leave Anoka County as a park and regenerative (for water) area.
They promised periodic hearings this summer. The Association is voicing their objections
to the inadequacy of the plan. Mr. Jaworski wondered how people without cars were
expected to enjoy these parks without mass transportation.
Mr. L'Allier proffered a proclamation establishing April 1 -27, 1970 as Mental Health
Month, which was read. Copies will be made for the Council and the newspapers.
Mr. Locher stated that the plat of Lakes Addition #2 has not been filed, and he cannot
place the advertizements for hearings on Chomonix East until #2 is filed, since Outlot
G must be used. He had talked with Bill Jensen who was working on it. If the plat is
not filed by April 3, the hearings will have to go over until May.
Mr. L'Allier read the names of the two applicants for Assistant Constable and the
affidavit of publication of the ad. There was no discussion. Mr. Jaworski moved to
hire William Gerald Anderson, 1249 Main Street, as Assistant Constable, effective
immediately. Seconded by Mr. L'Allier. Carried unanimously. Mr. Myhre stated that
all necessary equipment was on hand.
Setting the street bond amount for Lakes Addition #2 was next on the agenda. The
Clerk read the letter from Mr. Gotwald estimating the cost of street improvements to
