Mayor L'Allier asked him ii ,.e would request the State for such a study. <br />Commissioner Bob. Burman stated that all letters to the County had been read, but <br />that the State had set the limit at 40, not 30 mph. He stated that he was <br />willing to present a motion tomorrow at the Board of Commissioners meeting <br />that they request the State to set a 30 mph limit on Main Street since the Lino <br />School is used for a playground after school and during the summer by children <br />living in the area. MMr. Cardinal moved to adopt a resolution to be sent to the <br />Board of County Commissioners requesting them to petition the State to restudy <br />the Main Street area in the vicinity of Lino Elementary School and to reduce the <br />speed limit to 30 mph. Seconded by Mr. Jaworski. Carried unanimously. <br />Mr. Burman was asked by the audience what the guidelines are for flashing lights. <br />Mr. Burman stated that our State representatives should be asked for this infor- <br />mation. Mr. Jaworski asked how the priority system is set up. He went on to <br />mention the. 26 signs which the County had put up at F.Y.C. in two weeks stating <br />such things as "Factory Entrance" and wanted to know why these signs had a higher <br />priority than our speed signs. Mr. Burman stated that it was his opinion that <br />safety signs including speed signs should be the most important., <br />Mayor L'Allier summed up the matter noting that the County had not coved along <br />very fast on the signing, that Mr. Burman will ask the Board for restudy and that <br />the police will keep a oloser watch on Main Street. Mr. Bohjanen asked for <br />copies of the resolution to be sent to both the legislators. Mr. L'Allier felt <br />that copies of any resolutions concerning legislation should be sent to these <br />men and to the chairman of the respective committees. <br />Following some audience discussion, Mr. Plaisanae stated that he would get a oppy <br />of the guidelines for the flashing lights, but wouldn't try to interpret them. <br />He will send them to the Clerk. <br />MMr. Burman mentioned his offer of signs and was told that we had already accepted <br />them. MMr. Rosengren stated that a 40 mph sign would be going up on Main Street <br />just West of Nay 8. <br />The hearing for Chamonix East was called to order at 9:03 p.m. Upon the reading <br />of a letter requesting the indefinite continuance of the hearing, Mr. Bohjanen <br />moved that the hearing be continued indefinitely and that. the Village be given <br />at least 5 weeks prior notice when U. S. Lakes Development wishes to bring the <br />matter up again in order to draft new notices and obtain publication. Seconded <br />by MMr. Jaworski. Carried. A letter will be sent to Mr. Waalen. <br />Mr. Cardinal had no report. <br />MMr. Jeworski presented Mr. William Blaylock, liason to the gas utilities, who <br />had attended recent meetings concerned with North Central's proposed gas rate <br />increase. Mr. Blaylock stated that the various communities wished to present a <br />united front to the gas company in opposition to the rate increase. Mr. George <br />Hess, a nationwide authority on gas rates, had undertaken an audit of the books <br />of North Central; it was Mr. Hess' opinion that there should be.no increase in <br />rates, but rather a decrease. Mayor Bob Voas of Coon Rapids was meeting the <br />following day with North Central on these figures. Mdr. Blaylock recommended <br />that we table any actionooa the proposed ordinance until we see what happens. <br />Mr. L'Allier reiterated some of the recent happenings concerning the gas matter <br />and inquired whether the gas rates were regulated by the State. He was told no. <br />We can, however, turn down the increase and then go to court to fight it out. <br />Attorney Locher read from Section 6 of Ordinance 41 passed in 1966 (our contract <br />with North Central) which states in part that the rates are fixed by the Company <br />and the Village, or if in disagreement by a body designated by the State to <br />
