142
separate sets of applications for On sale liquor, Sunday on sale liquor and dancing
licenses: one set for licenses for the period from June 9 to July 1; the other
for one year beginning July lst. Mr. E. R. Van de Loo, of the State Dept. of Taxation
came forward with papers which he insisted )qtr. Thayer must sign since assuming
Mr. Hauer's debts so that delinquent sales tax will be paid; otherwise he would•
not allow Lino Lakes to grant Mk. Thayer the licenses. Mr. Van de Loo pointed out
that singe Lino Lakes received part of sales tax revenues, the licenaes could be
withheld under our ordinances. Mr. Thayer stated that he would not sign the forms
until he was certain of getting the liquor license. Mr. Myhre reported that the
police check was satisfactory; Mr Locher could see no problems. There was some
discussion. Mr. Bob Trepanier, real estate agent, stated that they hadn't realized
that new applications would be needed for the period until July lst, or these would
have been in earlier. The Clerk explained that the fees had been paid for the
licenses beginning July lst, that there was no fee for the transfer of the liquor
license from Hauer, that the prorated fee for the interim Sunday license was paid,
but that $4.17 was owing on the interim dance license.
Mr. Bohjanen moved to transfer the on sale liquor license from Jerome Hauer to
Stanley E. Thayer with the stipulation thet•it would be issued at such time that
Mr. Thayer signs the State sales tax formes Mr. Van Be Loo had brought. Seconded by
Mr. Cardinal. Carried unanimously.
Mr. Trepanier stated that arrangements had been made for a new insurance policy to
take effect July 1st. Mr. Cardinal moved to grant an on sale liquor license to
Stanley E. Thayer effective July 1st which will be issued upon receipt of the new
insurance policy which must include the 10 day prior notice of cancellation clause.
Seconded by Mr. Bohjanen. Carried unanimously. Mr. Van de Loo will send a copy
of the judgement on the taxes. -
Mr. Jaworski moved to grant to lair. Stanley E. Thayer licenses for Sunday liquor,
dancing and cigarettes for the period June 9th to July 1st, 1970. Seconded by
Mr. Rosengren. Seconded by
Mr. Cardinal. Carried unanimously. •
Mr. Bohjanen asked Mr. Clyde Rehbein if he had removed the septic tank from Mrs.
Hilda Wollan's property and was told yea, 2 weeks ago. Mr. Bohjanen stated that the
owners say it is still there; Clyde insisted that he had removed it. Mr. Rehbein
stated that he had been unaware of the peed of a lioeaae and permits for sewer work;
also, contrary to what was in the minutes he had not been told by the Plumbing
Inspector that they were needed. Mr. Locher explained what was required under
Ord. AS. Mr. Clyde Rehbein didn't feel that he needed a bond in Lino Lakes since
he doesn't need one anywhere else. He stated that Gerry Houle had worked for him
by the hour and didn't need these things as he, Clyde, is responsible. Mr. Locher
stated that if Clyde Rehbein doesn't get the license and permits we can teat the
ordinance in court; he believes it would be held up. The Village would be obligated
to go to court in the event Clyde Rehbein doesn't get the necessary items so that
the other sewer contractors can't get by without proper licensing too.
Clyde Rehbein brought up the subject of prefab houses; he felt that we have a double
standard on the building node. There was considerable discussion on this matter.
It was decided to have the building inspector come to the next meeting to report on
whether such items such as sheathing in the prefabs meets our code.
