Mr. Rosengren moved to authorize the survey of,the 30 -acre parcel purchased from <br />the Waldoeh's. Seconded by.Mr. Cardinal. Carried unanimously. <br />Mr. Bohjanen asked whether the Clerk had received the required forms from Clyde <br />Rehbein and was told no. (The deadline set in the letter was July 13, 1970, at <br />8 p.m.). Mr. Locher explained what should be done in this case. Mr. Jaworski <br />moved to start legal proceedings against Clyde Rehbein for not securing a septic <br />system license or sewer permits for the duplexes on Lake Drive; namely that the <br />Plumbing Inspector be instructed to draft a complaint for the issuance of a ticket <br />for violation of Ord. No. 48. Seconded by Mr. Bohjanen. Carried unanimously. <br />Mr. Bohjanen stated that he had talked with Rep. Vern Plaisance who had gotten <br />the criteria for speed zoning from the State Hwy Dept., but was waiting for a <br />letter of clarification. Mr. Plaisance was expected to attend the meeting later <br />on this evening. <br />W. Bohjanen also stated that the date for the open house and celebration would <br />be set for a later time,than September. <br />Mr. L'Allier moved to send a letter to Sheriff Talbot (like last year) requesting <br />that he submit a bid on policing Lino Lakes prior to budget time, asking that he <br />inform us if their department will enforce all our local ordinances, what their <br />function will be, the dollar amount of the cost to us, assuming that we have no <br />constables enforcing local ordinances, that they will act only as constables perse, <br />giving us the date that they will take over any additional area in the surrounding <br />communities, the number of personnel they will assign whether they police Lino <br />Lakes only or additional communities, the number of cars involved in full time and <br />back -up vehicles, respectfully requesting that they return the bid prior to <br />September 1, which is prior to our first budget meeting. Carbon copies of the <br />letter are to be directed to Bernie Steffen, County Administrator, Bob Johnson, <br />County Attorney and the County Commissioners. Seconded by Mr. Cardinal. Carried <br />unanimously. <br />Mr. L'Allier stated that he had received a letter requesting him as representative <br />of the Village to appear on July 14 before an informal Grand Jury inquiry on <br />possible legislation regarding part -time police forces. As the law now stands it <br />is mandatory that we either go to full -time force, County policing, or join with <br />neighboring forces to create full -time police. Mr. L'Allier reiterated the circum- <br />stances of the meetings and requests in trying to combine with Lexington and <br />Circle Pines forces, which hasn't worked out with higher officials. They haven't <br />completely abandoned the idea of the three- community force, however. <br />Mr. L'Allier added that he had discussed the matter of compulsory training of <br />part -time personnel with the Minnesota Peace Officers Training Board and had been <br />told that while they were not pushing this compulsory training, they were strongly <br />recommending it. The training consists of 6 weeks of full -time schooling. New <br />legislation to appropriate money to train part -time officers on a part -time basis <br />will be introduced in the next session. <br />Mr. Locher had not yet had the chance to compare the North Central ordinance with <br />Ord.
