Mr. L'Allier requested the Clerk to place proposed Ordinance No. 54 on inflammable <br />liquids on the agenda for July 27th. He asked Mr. Bohjanen if anything new had <br />come up on the watershed meetings. Mr. Bohjanen stated that neither watershed <br />group had had any meetings; at least he had not been advised of any. <br />Mr. Gotwald had no special report. <br />Mr. Locher stated that he had received a letter from the State Attorney General <br />which actually sidestepped the matter of restricting the number of school -age <br />children in a trailer court or restricting the trailers to only new ones, but had <br />stated that it was a matter for local determination. The enforceability of such <br />restrictions is questionable; if a trailer owner with other children should go to <br />court we might be obliged to defend the case. Mr. Locher had subsequently received <br />a letter from Joseph Summers, Atty. for Menkveld, who wishes the matter to be put <br />on the agenda. Mr. Rosengren moved to continue the Menkveld hearing on July 27th <br />at 9:30 p.m. and to authorize the sending of the notices again. Seconded by <br />Mr. Cardinal. Carried unanimously. <br />Mr. L'Allier commented that the reason we had asked an opinion of the Attorney <br />General was because of the question of legality of enforcing the restrictions. <br />He felt that it was a sham we couldn't get an.answer because it was a political <br />year—chances are that we'll have to go to court because of this and have to waste <br />the taxpayers money because of the politicians. <br />Mr. L'Allier acknowledged the presence of Vern Plaisance who stated that he was <br />trying to get the previously mentioned letter from the Hwy Department but hadn't <br />yet received it, Mr. Plaisance stated that the criteria contained a formula <br />called the 85th percentile which goes on the statistical assumption that 85% of <br />the motorists will obey the posted limit while 15% will go faster than they <br />should. He mentioned that some states use the 90th percentile which gives a <br />higher limit. Although this doesn't seem realistic, national statistics bear <br />the law out. Mr. Plaisance stated that the County had informed him that they <br />have asked for a new study on the Main Street speed limit. <br />Mr. Art Hagen of Mattson Building & Supply, Inc. was present to answer questions <br />on his company's bid. Mr. Hagen gave statistics on the 8" insulation which has a <br />U factor of .034 compared with a U factor of .09 for the 1 -12" or 3" insulation. <br />Stran -Steel uses 8" insulation almost exclusively and have therefore gotten the <br />method of applying it down so well that they can offer a deduction for its use <br />because of a saving in the labor factor. <br />Mr. Hagen stated we could talk with many satisfied customers as far as insulation <br />or other matters. He stated that we could get all of their colors in either gauge. <br />The guarantee on leakage would have to come from the general contractor as the <br />panels come without holes from the factory. Mattson would give a one -year guarantee <br />on leakage and all workmanship, but would still take care of problems after that <br />period of time. Stran -Steel has a five -year guarantee against defective materials. <br />Mattson is a franchised general contractor for Stran - Steel. They do the bulk of <br />the work except for the plumbing, heating and electrical which is sub - contracted <br />out on a bid basis. On questioning by Mr. Bohjanen, Mr. Hagen stated that a local <br />man might be hired if needed on their permanent crews. <br />Mr. Hagen stated that the air conditioning and heating would be as shown in their <br />plan; namely that both would go overhead. If we wished to have the ducts in the <br />cement they will do so, but it would•be an alternate to their bid. Heating and air <br />conditioning will be Lennox. There was further discussion on the insulation and <br />on the definition of a commercial door which, according to Mr. Gotwald, would not <br />
