196
required. Mr. Cardinal asked the Clerk to note that she should tell sign appli-
cants to send a survey. MM[r. Gotwald felt we should charge an additional fee for
inspection.
W. L'Allier mentioned that W. McLean suggested that all existing signs be
brought up to specifications by renewal time. Mr. Cardinal commented that some
signs such as the Sheraton Ritz does not meet code but is neat and kept up --
should this be thrown away? He stated that Planning & Zoning is studying the
matter. Mr. L'Allier noted that the P&Z does not visit the signs. Mr. Locher
read from Ord. 51 on the hardship waiver.
Mr. Bohjanen stated he had received complaints that the 1200' separation distance
between signs on the freeway imposed a hardship on a person with land abutting
the freeway but whose neighbors on either side had erected a sign leaving insufficient
distance for one in between. He suggested a joint sign. Mr. Rosengren stated
that his interpretation of the ordinance was that the freeway requirements were
for leased land only and that any property owner on the freeway has a right to a
sign. There was discussion on this. It was decided to leave the matter to the
P&Z for consideration.
Mr. Jaworski reported on the Civil Defense meeting at Anoka on September 8. W. Backlin commented that the Civil Defense had
discussed the fact that there is too much interference on their radios and are
considering going to the business or double side bands. Discussion on funds
for this equipment ensued.
W. Rosengren reported that they had completed oiling and sealing 4th, Marshan,
Oak, Linda and Laurene, Baldwin Lake Road, and 64th on both sides of the freeway.
The cost for this work so far was $11,000 for the 4 -5 miles of road; he was quite
happy with that. W. Gotwald noted that there had been 17 miles of gravel road
to eliminate at the beginning of the 5 year program; we had gained this year
and were ahead even if we should have'to come back on some of them. Mr. Rosengren
hoped to upgrade them to full- service roads.
W. Rosengren reported that the cement work, plumbing, cesspool and septic system
were finished at the new site; he felt we should start on the well. On Mr.
Gotwald's suggestion, Mr. Cardinal moved to authorize the Engineer to write
the specifications, for the well for State approval and to authorize Mr. Rosengren
to get several informal sealed bids for the job. Seconded by W. Jaworski.
Carried unanimously.
Mr. Rosengren stated that they would do some dust - coating on East Rondeau Lake
Road since it gets lots of use (not necessarily by our residents) and the grading
doesn't last. Also, he and W. Backlin will work on upgrading the north section
of the East County Line. Denny Houle asked that the Council put pressure on
the County to use good equipment and to finish the work on 20th Ave. past 77th
Street. There was discussion on the County's progress on 20th Avenue.
Mr. Jaworski moved that a letter be written to the County Board immediately
concerning the condition of 20th Avenue, stating that they have created hazardous
conditions and are jeopardizing the health and welfare of Lino Lakes citizens;
1
1
1
