1 <br />1 <br />1 <br />Mr. L'Allier asked the Clerk to make copies of the plan for each of the Council <br />members. He thanked Mr. Cape for his report, mentioning again the distinction of <br />having an active Civil Defense unit with a certified director. <br />Hearing notices from the State were read, with the Clerk to make copies of the <br />notice regarding rules and regulations of the State Building Code relating to <br />Mobile Homes and Prefabricated Construction. <br />Gotwald reported that he had received a copy of a letter sent to the Conservation <br />Dept. from U. S. Lakes Development concerning the water level in Reshanau Lake., <br />The figures showed that the lake was now 2 -1/2" higher than last fall and is only <br />1 inch below normal (when the water will start flowing into Rice Creed). Mr. - <br />L'Allier inquired whether the weeds in the lake bed had been sprayed. Mr. Gotwald <br />stated that it looks like they were since the weeds were gone in comparison to <br />what they had been. He was pleased that the water level had varied only a few <br />inches within the past year. <br />Mr. Gotwald felt that an informal meeting with the Fiscal Agent and the Attorney <br />concerning the sewer and water systems for U. S. Lakes should be held. It seems <br />there is some public confusion concerning the assessment for these systems. lLr. <br />Gotwald stated that the lateral system will not change; when the-temporary plant is <br />phased out the lateral system will feed directly into the interceptor. He mentioned <br />that credits for the temporary system will be given by the Metro Sewer Board or <br />they may take over the plant and the pond. The residents in the Jandric project <br />will s pay twice for the sewer system. Even though it may cost a little more, <br />they will have the first sewer in Lino Lakes. <br />Crystal Ahlman asked if the $650,000 estimated cost for the sewer in the Jandric <br />rpoject would be raised by means of a bond and was told that the $650,000 was for <br />both sewer and water, and yes that this would be bonded. Crystal asked what <br />collateral there was for repayment of this amount of money, stating that Jandric <br />was in financial straits. When asked, Crystal stated that Charles Weaver, Attorney <br />from Anoka, had stated that Jandric is going defunct. This would be a debt on the <br />Village if such is the case. Mr. L'Allier noted that they had a nice golf course; <br />Crystal stated that they had nothing but a swamp, etc., full of empty promises. <br />She noted that she did not want her tax dollars paying for this and felt that the <br />bond issue for Jandric should be put up to a vote. After more discussion, Mr. <br />Gotwald stated that the project has been thoroughly investigated; that if the bonds <br />sell, then the project is worth it. <br />Crystal stated that the basements on the east side of Reshanau Lake were pretty <br />sad and that nothing else had been done. Mr. Gotwald felt that the foundations <br />which Crystal was speaking of were probably not intended for basements. <br />Mr. Gotwald stated that the Village has held Jandric back on the sewer system by <br />waiting for Metro approval and asking for more studies and procedures. He stated <br />that his firm has heard from Jandric on this delay. Mr. Gotwald also stated that <br />Jandric has the financing. Also, on this bond, Jandric will pay it off in 5 years <br />which is an unusually short time. Mr. L'Allier noted that Jandric has no clear <br />title until the bond is paid up. <br />Crystal stated that Jandric went defunct in Egan Township. ldr. L'Allier noted that <br />generally developers have a bad reputation. Mr. Jaworski asked whether Crystal <br />wished to see 100 homes built and served by cesspools in the project as a guarantee <br />and was told yes. <br />
