220 <br />10/26/70 <br />Mr. Bohjanen had some legal questions for the Attorney. Mr. Locher will check <br />with James Ray Insurance on coverage for rides for the Grand Opening; also for <br />the Civil Defense members -ho will have the float on hand and who will handle <br />the parking of the cars. The CD Auxiliary will take care of the refreshments. <br />Mr. Bohjanen asked whether an area for the helicopter landing spot would need <br />to be marked out. Mr. Locher recommended that this be done. Mr. Bohjanen <br />stated that the helicopter would be operated by the Seaplane Base and that <br />the profits would be split with the Community &:Business Development Commission. <br />W. Locher stated that we would need a policy in evidence; he will get a state- <br />ment from Ray on these questions. <br />Mr. Bohjanen stated that they would get out an informational flyer to be passed <br />out early. This would be mimeographed or printed, probably for a cost under <br />$8.00 and would be paid for out of the Community & Business Development Commission <br />funds. Mr. Locher stated that this was no problem since it was promotional for <br />the Village. Mr. Bohjanen stated that the buttons were ready and were being <br />distributed to all businessmen who want to sell them, as well as to individuals <br />who wished to do so. <br />Mr. L'Allier stated that the Council had tentatively scheduled an additional <br />budget meeting for the previous Saturday. The budget had included $25,000 <br />for the Metro Seer Board Assessment for 1971 as a result of the takeover of <br />facilities authorized by the 1969 Legislature. If some ;ray could be found to <br />eliminate this assessment, then this amount would not have to be included in the <br />budget. Mr. Gotwald and himself had net with the Chairman and the Chief <br />Administrator of the Metro Le er Board two weeks ago and also this afternoon. <br />The Clerk had talked to each Council member explaining that they would not <br />need to pay this assessment in 1971; basically, they had agreed over the <br />phone to accept the budget without the $25,000 assessment and that the <br />budget would be certified at this meeting. <br />Mr. L'Allier stated that at his meeting with the Serer Board officials, he had <br />told them that we didn't have the money to pay this amount - -it would have <br />meant 15 mills on our tax rate. This didn't impress them. Mr. L'Allier then <br />told them that we objected to paying the assessment because the Metro Sewer <br />Board facilities will not be accepting any flowage into their system from <br />Lino Lakes in 1971. They agreed to check into the assessment to see where it <br />had come from. Also, we couldn't, in good conscience, budget for capacity in <br />their lines if we have no service. We would be paying for something we will <br />not get in 1971. <br />Mr. L'Allier and Mr. Gotwald had met with them again today briefly. It had <br />been determined that the flowage would o nme from the Youth Center and the <br />Jandric project. They did not foresee any use in 1971; it had been an <br />assumption by their Engineer, and the assessment for flowage should not have <br />been made. They had not taken a firm position on the capacity charges, <br />however. <br />Mr. L'Allier moved that a letter be sent to Mr. Honsey, Chairman of the Metro <br />Sewer Board, with copies to Mr. Dougherty, Chief Administrator, and to Joe Cook, <br />our representative, stating that Lino Lakes does not feel that the Metro Sewer <br />Board will provide facilities for flowage in 1971, that we have not been pro- <br />vided with proof that the Metro Sewer Board will provide any planned service <br />1 <br />1 <br />1 <br />
