Mr. <br />Bohjanen asked if they had indicated hen they might service Lino Lakes and <br />was told no, they couldn't say. Mr. Bohjanen suggested that it be included in <br />the letter that it is our assumption that the assessment will be moved forward <br />one additional year and that there ill be no compounding of charges in 1972. <br />Motion ,,as seconded by Mr. Bohjanen. Carried unanimously. <br />Mr. L'Allier noted that it was legal to take action by phone; that we rarely <br />used this method, but that the Attorney had advised that such as legal if <br />certified later. Mr. Locher agreed that this was correct. The budget for <br />1971 will be for 68.3 mills which is 7.5 mills over 1970, based on an asses- <br />sed valuation of `t1,720,000. <br />Mr. Bohjanen commented that the budget meeting had been set for 5:00 p.m. on <br />Saturday and that he thought it would be held. He had hoped to make some <br />changes in the budget; namely, that the Parks budget be reduced by $3,000 <br />and the General budget by $2,000. Mr. Bohjanen stated that he will nctvote <br />on money matters over the phone and that he will not ratify this budget. Mr. <br />L'Allier commented that all the Council members have at one time approved of <br />action over the phone which was later ratified at a meeting. Mr. Bohjanen felt <br />that another budget meeting was necessary. Mr. L'Allier mentioned that, at <br />the previous meeting, all the Council members had agreed that if the $25,000 <br />assessment were eliminated, then the Clerk would proceed with the budget based <br />upon the previous tentative figures. <br />Crystal Ahlman asked about the money designated for land acquisition on page 4 <br />of the budget. She stated that the petition signed last year had turned down <br />the Lake Amelia park property. Jr. Jaworski stated that the petition had re- <br />quested that the matter be brought to a vote; it will be on the ballot Nov. 3. <br />Crystal was satisfied that it would be voted upon. <br />Crystal stated that the Clerk's salary increase budgeted for $5,500 was quite a <br />jump over $3,600 in 1970. Mr. L'Allier stated that this as for a ork volume <br />increase since the Clerk will probably work 6 hours per day in 1971, and the <br />possibility of an 8 hour day was considered. Crystal stated that the Clerk's <br />office was nothing but a babysitting job now and that the minutes didn't get <br />done; she had gotten her copy only today after requesting them all week. <br />Crystal asked Mr. Bohjanen by he had told the Clerk that she couldn't make a <br />list of registered voters; Mr. Bohjanen denied this. Crystal thought it was <br />more -ark for the Clerk .<ith people going through the cards. Mr. L'Allier stated <br />that the Clerk had indicated to him that Crystal Ahlman had requested a list; she <br />had been told to ask the Attorney whether Village funds could be expended for this <br />purpose. The Clerk had thought that a copy should be placed in the,safety <br />deposit box in case of theft of the cards themselves. Mr. Locher stated that <br />Statute 201.09 requires the voter registration cards with a duplicate file. <br />He stated that there was nothing wrong with making a list of the registered <br />voters if the Council wishes to have it done. He stated that a recent Attorney <br />General's opinion in regard to school board election lists allowed the expendi- <br />ture of public funds for such a list. Mr. Locher felt that copies of the list <br />should be made available for a nominal fee to any proper persons, but not to <br />salesmen. However, there is no compulsion to make such a list. Mr. Jaworski <br />felt that it was a good idea. Mr. L'Allier felt that the list should be made <br />after the election so as not to be to anyone's advantage. Mr. Bohjanen stated <br />that he had never said the Clerk couldn't make the list; if a list was made, <br />it should be available to everybody. <br />
