L'Allier pointed out that even if Jandrio does not own the lend, that if it <br />is.under contracts for deed, under bond process a 100% assessment would bind <br />the people who have the contracts for deed. Crystal stated that she would dis- <br />cuss the matter further with the Council before we proceed with the bonding. <br />W. Gotweid noted that by the time the system is completed for the Jandrio area <br />that there will be a large townhouse complex; therefore the building's value <br />would be above the bonded amount. Even now, the taxable value of the empty <br />land was much higher since it had been platted. <br />Mr. Bohjenen asked about the gravel at the new building. Mr. Rosengren stated <br />that the gravel was there and just needed blading. There would only be trouble <br />if we had a fast hard freeze. Mr. Bohjanen asked what was being done about the <br />hole. Mr. Rosengren stated that it was filling up; we could decide what to do <br />with it next year. <br />lfr. Locher stated that in responae to inquiries he had received a letter from the <br />Clerk of District Court, giving the summation of the court trial of Clyde Rehbein <br />on.his failure to get a septic systems license. He rem* the letter which gave <br />the details of the. fines with,e suspension of A portion if he obtained such a <br />license within 30 days (of Oct. 7th). The Clerk stated that W. Rehbein had <br />made an application and that the matter was on the agenda. <br />Mr. Locher stated that Mr. Lee Smith had inquired about setting another hearing <br />on his referral for rezoning. The last hearing date had been August 10th and <br />les continued indefinitely pending notification (30 days) of a desired hearing. <br />Mr. Smith and Mr. Ray Jones of Superior Oil had requested that the matter be <br />referred to the P&Z on Nov. 18th for study and a hearing before the Council on <br />Nov. 23 be set, with notices to be sent. Mr. Locher noted that he can reduce <br />the area for consideration, that this mainly concerned Parcel 2500 which lies <br />between 135W, +01d Hwy 8 and Liles Street plus a small triangle being renegotia- <br />ted from the State. The pieee was 4.8 acres total and would be rezoned for a <br />major hotel - motel - restaurant - service station. Mr. Smith stated that plans would <br />be brought on the 18th. <br />Mr. Locher noted that a. portion of this land is already commercial, that we would <br />need to rezone the remainder. He feels, that the service station would fit into <br />the commercial area, but they wish`'to proceed with the entire project as soon <br />as possible. <br />W. Bohjanen moved to place the hearing for. Smith on the agenda for the P&Z <br />at 9:30 p.m. on the 18th of November and to set a hearing before the Council at <br />9:30 p.m. on the 23rd of November. Seconded by*. Cardinal. Carried unanimously. <br />Mr. Smith inquired about getting a deviation of a few feet on a previous sign <br />applicatbn which was denied; W. Locher stated that we would want the P&Z to <br />study the matter. He read the hardship waiver clause in Ord. No. 51. W. <br />Locher stated he would send the notices of the rezoning hearing out tomorrow. <br />The applications for Deputy Clerk were passed around for persuai. The Clerk <br />was asked to read the main points of the 3 applications. One applicant, Mrs. <br />Steffen, doesn't live in the Village. The Clerk noted that the present Deputy <br />had finished her work and returned all her equipment to the Hall. W. Rosen - <br />gren mentioned the Personnel Commission which had been disbanded the past Jan- <br />uary. Mr. L'Allier felt that it might be revived the first of the year if we <br />decided to go to fulltime work. <br />
