23 <br />11/23/70 <br />Mr. L'Allier noted that the original copy or Ord. No. 55 was received, that he was about <br />to sign it and that the Clerk would make copies of it on the demonstrator photocopier for <br />the Council, the Police and the Fire Marshal, who should have several copies to distribute. <br />Mr. Cardinal stated that the P&Z had considered sign application #38 fr the Out Post <br />for a location at the S.E. corner of the intersection of Birch St. and Centerville Rd. <br />The P&,Z_ had, recommended allowing the permit providing that the location is 500 feet sou <br />of the intersection. Mr. Cardinal moved to grant the above sign permit to Ray Rehbein <br />dba the Out Post with the stipulation that the sign be located 500 feet south of the inter- <br />section of Birch St. and Centerville Road. Seconded by Mr. Jaworski. Carried unanimously. <br />Mr. Jaworski inquired who checked the sign construction and location of existing signs in <br />the Village. There was some discussion on this, noting that the Engineer checked the loca- <br />tions of proposed signs. Mr. Cardinal moved to authorize the Building Inspector and the' <br />Clerk to get together to identify existing signs and to notify the owners by the first of <br />the year with the stipulation that the licensing be go rerned by the Attorneys's inter- <br />pretation of Ordinance No. 51. Seconded by Mr. Jaworski. Carried unanimously. <br />Mr. Cardinal reported that another sign request from Skelly Oil for a 100 foot sign was <br />being studied further and would be on the December P&Z agenda. There was discussion on <br />the tall signs. The Clerk noted that Mr. Gotwald had sent a letter on this to Mr. McLean. <br />Mr. Cardinal reported that the P&Z had quite an audience concerned with the no- shooting <br />areas. Most of these persons wanted our gun ordinance left as it is, but to have it <br />enforced. Mr. Locher stated that he had talked withthe Sheriff and the Game Warden, and <br />found that the Sheriff was unaware that deer could not be hunted with slugs in Lino Lakes. <br />He suggested that a letter to this effect be sent to the Sheriff; also that the signs pro- <br />hibiting all guns except shotguns be changed with the addition of : "with birdshot only". <br />Mr. Locher looked over the petition which had been submitted at the P&Z. Mr. Cardinal <br />mentioned that the P&Z had recommended that we leave the law as written, but that <br />Ordinance No. 27 be enforced by the Sheriff and the local officers in lieu of no- shoot- <br />ing. There was considerable discussion on the matter with a note by the Mayor that suggest- <br />ing not banning hunting around the schools was archaic. Mr. Cardinal moved to table the <br />matter until the first meeting in February; also to accept the petition. Seconded by <br />Mr. Rosengren. Carried unanimously. <br />Mr. Cardinal meptioned that a trailer near the dam on Hwy 14, which was not being used, <br />was found to be just inside the Centerville limits and was no problem to us. <br />Mr. Cardinal suggested that after the first of the year we work on having an inspector for <br />new signs since no one checks to see if they are erected according to the permits. Mr. <br />Bohjanen asked whether a special building permit for each sign would be required; Mr. <br />Locher stated no, but a fee schedule should be set up which woul d be adequate to cover the <br />examination by the inspector. After discussion, Mr. Cardinal moved that Mr. Al Dupre be <br />authorized to inspect all new signs, that he be sent a copy of each sign permit, and that <br />an extra fee of $5 be charged for each sign to cover the cost of inspection of the sign. <br />Seconded by Mr. Rosengren. Carried unanimously. <br />The scheduled hearing for the Smith rezoning was called to order at 9:34 p.m. Mr. Cardinal <br />stated that Mr. Smith had attended the P&Z meeting, butt-that he had not conformed with the <br />requirements of Ord. No. 21C. Part of the land in the original request was postponed. <br />After discussion, in which Mr. Locher noted that he had mailed notices of the hearing and <br />that the hearing covers a small parcel of the total area, Mr. Cardinal moved to continue <br />the Smith hearing before the P&Z on the 16th of December and before the Council on the <br />28th of December, with new notices to be mailed. Seconded by Mr. Bohjanen. Carried <br />unanimously. <br />Mr. Bohjanen moved to adjourn, the hearing at 9:37 p.m. Seconded by Mr. Cardinal. Carried <br />unanimously. <br />
