2 62 <br />Lino Lakes, First Council Meeting, 1971 <br />To: Council • Members <br />From: Mayor Ralph L'Allier <br />Ob festive` or 197 <br />1 <br />1. Complete third segment of our improved road program which calls for the <br />surfacing of 3.5 miles of unimproved roads during 1971. <br />2. Sponsor a bill before the 1971 legislature which• would require compensa- <br />tionto local governments for the removal of land from the property tax <br />rolls by another unit of government. The bill should provide for re- <br />imbursement of tax loss for a period of 10 years. The assessed valuation of <br />the property would be determined each year by obtaining,eurrent valuations <br />from the county auditor. It is imperative that this type of bill be passed <br />if Lino Lakes is to be reimbursed for the proposed acquisition of land <br />recently recommended by the metropolitan park board. <br />3. Office Hours — Increase the number of hours which the village hall is <br />open from four to six hours a day. Also recommend increasing the <br />clerk's monthly salary from $300 to $422 per month. <br />5. <br />Mobile Homes — Extend the moratorium on mobile homes through 19'71 or <br />until such time as the existing mobile home tax laws are revised. <br />Mobile Home Legislation — Recommend that the village support the revision <br />of the'existing mobile home tax laws so as to value and tax mobile homes <br />the same as residential dwellings. ()Hobile homes are now taxed as <br />personal property and are subject to an accelerated depreciation <br />schedule.) <br />6. M re real Liven a anc7 Fees — Review all existing licenses and fees and <br />compare them with the current Minnesota League of Municipalities <br />licenses and fee schedule so as to update existing licenses and fees. In <br />that regard, I am hereby appointing William Bohjanen, Ron Jaworski and <br />Henry Rosengren as a committee to make the necessary review.and <br />make a preliminary report to the council during the first meeting in <br />March, 1971. <br />Full —time Road Department,— Hire a full —time man for the Road Dept. <br />who will function as a road supervisor IN charge of roads, parks, etc. <br />Target Date: April 1. <br />8. .. — Support legislation that would require <br />the state to put up its full faith and credit toward general obligation <br />bonds sold by local governmental units. Today municipalities are given <br />different bond ratings which affects the saleability of bonds offered for <br />sale. Many small communities find it extremely difficult to sell bonds <br />because of their financial rating. The fact of the matter is there have <br />been no bond failures in the state of Minnesota in the last twenty years. <br />The net result of such a change in the law would not jeopardize the <br />credit of the state and would insure communities that their bonds are <br />saleable and at a reasonable interest rate. <br />1 <br />
