1,/11/71
Mr. Gotwald recommended that at the meeting with the Metro Parks planners that
we bring out the philosophy of certain roads, namely that those which circle
lakes should be considered as lake boulevards and thus be under the jurisdiction
of the'park system. He thought that the Metro Parks should take over some of
these roads such as around Centerville Take and Bwld Eagle Take. There was some
discussion. Mr. T'"llier mentioned that this would be a joint meeting with
the P&Z, the Park Board and the Planner and the Engineer.
Mr. Locher had no other report.
Mr. Bohjanen asked whether we had officially signed everything in taking over
the new Hall. Mr. Locher noted that the insurance had been taken care of before
we moved in. Mr. Bohjanen then adked of we would meet with the contractor
and officially take it over or would this be automatic? Mr. L'^llier noted
that there were some changes to be made yet.- Mr, Gotwald stated -that he
had contacted their supervisor and given him a list of all items which
remained to be taken care of. of the $80,000 cost of the building some $67,000 had
been paid leaving about '13,000 to go. He recommended holding the cirrent bill
for some '5,000; this was agreed to. Mr. Gotwald stated that he would make a
final inspection with one of the Council members and would then write a letter
to the Council recommending acceptance. When we-make the final payment we
officially take it over. ['Allier noted that it would not hurt to hold out
on the payment a while. Mr. °Bohjanen stated that he would like to see every
thing cleaned up by Open House.
ur. L'Allier read the police report as follows* 2,275.5 miles driver, 251 home
and business checks, 21 assists to/by other departments, 11 complaints, 2 snow - --
mobile complaints, 7 legal papers delivered, 4 medicals, 3 accidents, 3 false
burglar alarm calls, 2 thefts amounting to $2,450.00, 1 fire call, 1 aid to
motorist, 1 escapee involving 1 hour's time.
Ur. L'lllier stated that we had budgeted for the Village office to be open 6
hours per day in 1971. Last year we had paid the Clerk $300 per month for keeping
the office open b hours per day; she is now working 6 hours per day starting
January 1st, and will attend the two regular meetings per month. He recommended
abandoning the one evening office hour per week. The neputy Clerk will take all
special meetings. Also, the Clerk has offered to hire a babysitter. Mr. T'Allier
proposed that the salary for the nlerk to work 6 hours per day plus two meetings
per month should be $422,10 per month, which is a 5% increase over the calculated
hourly wage in 1970.
Mr. T.'^llier moved that the Clerk be hired at a salary of '422.10 per month for
a 6 hour day, five days per week, plus 2 regular meetings taking approximately
4 hours each. Seconded by Mr. Jaworski.. Mr. Bohjanen asked whether anyone had
come in during the hour on Tuesday evening. The Clerk stated that the roads and
parks personnel brought in their time slips one Tuesday a month, and Tuesday
evening had been busy during the end of voter registration; otherwise, there had
only been 1 person in six months. The'motion carried unanimiusly.
Mr. L'Allier stated that A note from the Personnel Commission recuested clArifi-
cation of their objectives; they would like an answer by Wednesday. He stated
that when the Commission had been appointed it was for the study of the feasibility
of hiring a fulltime man with the understanding that the officials would provide
all nee ^sFry statistics. He felt that they should become involved in recommen-
dations or thoughts on salary for that fulltime man and also for parttime men, as
well as in salary increases. Later, they could decide whether they should cover
other items as classification and administration. He felt that a target date of
