2 *6 <br />2/8/71 <br />'further on this. <br />Mr. Gotwald stated that Don Carley feels that if Lino pays this year then we <br />would commit the Sewer Board to build the line thie year. Since we will be <br />selling bonds for the lateral system later this year, we can add in this <br />assessment; some will be charged to Jandric. <br />*fir. Gotwald stated that the laterals will have to be redesigned ,since the interceptor <br />is at a higher level than the original lift stations; he expected that there <br />would be savings of $60,000 because of this. Mr. Bohjanen ixnuired whether <br />this charge was on regional benefit or metro lines. Mr. Gotwald stated <br />that they would be Metro lines, but have regional charges. He assumes that <br />the charges are based on the region only; however, the Project is operated and <br />financed by the Metro Council. <br />Yr. Gotwald recommended that we meet with our Fiscal Agent and then with the <br />Metro Sewer Board. There was discussion on whet the $25,000 charge was based <br />on. Mr. L'Allier felt that if they can't guarantee any flow in '71, then <br />they should't expect us to pay in '71. Air. Gotwald felt that if the original <br />'aesessment had been based on flowage from the Youth Center and Jandric, then there <br />should be a lesser charge. *r. Gotwald felt that it was a real break for <br />T.ino to serve the South part of the Village without direct assessments. <br />*"r. Gotwald noted that it was not possible for the Village to finance the <br />interceptor themselves at this time; the interceptor Alone would be $1 <br />million. He noted that the priority for this project had come 4 or 5 years <br />sooner than expected at the Metro Sewer Board. ° <br />Mr. Gotwald stated that if they put the line in es far as the Chamonix Project <br />by next year, theh they will put in the rest of the interceptor for Lino <br />and to Centerville. The Sewer Board is not committed yet, but Air. Gotwald <br />should know definitely by the next Council meeting. There was some discussion. <br />Mr. Cotwald stated that the Centerville line should be able to service an area <br />1 mile north of Centerville, nearly to the Northeast corner of Lino. They <br />have not done a detailed study in that section yet, but he felt that it <br />would take a collector system which would probably be a Uetro Line. This <br />line would also handle the area east of the freeway. None of "Lino is included <br />in the Forest Lake line. However, if development should occur, sewage could <br />be temporarily pumped into the Forest Lake line. The new interceptor is <br />designed to handle all of Lino. The outlet on North Road could take care <br />of some of the Lakeview area. There was further discussion. <br />Mr. Cardinal moved to authorize Mr. Gotwald and Mr. Locher to meet with the <br />Fiscal Agent to discuss the interceptor and financing of same. Seconded by <br />Mr. Fosengred. Carried unanimously. <br />!r. L'Allier felt that the Sewer Board's letter should be answered, pointing <br />out the error and that there would be no flowage; Also, regarding their <br />letter of March 1970, noting their reference to the plant, that they were <br />aware of'what we were doing. This is not a direct refusal of payment, but <br />we would like to set up a meeting with than after we have met with our <br />Fiscal Agent. Mr. Bohjanen moved to send such a letter to the Sewer Board. <br />Seconded by Mr. L'Allier. Carried unanimously. *'r.
