He stated that the suburbs do not have enough <br />voting power, that they need more population. Mr. Bohjanen asked whether this bill <br />indicates that the Governor would appoint the Metro Council. Mr. L'Allier stated no, <br />but he would like to add into the motion that they repeal the Metro Council. The vote <br />on the original motion was taken carrying unanimously. <br />Mr. L'Allier moved to adopt a resolution that the Lino Lakes Village Council go on <br />record requesting the Minnesota Legislature to abolish the Metro Council as of this <br />Ligislative Session. Seconded by Mr. Jaworski. Carried unanimously. There was loud <br />applause from the audience. <br />Mr. L'Allier moved that the Council vociferously go on record opposing S.F. 1068, <br />(H.F. 1519) which directs the Metropolitan Council to conduct a study of government <br />organization in the metro area and to make a report back to the 1975 session of the <br />Legislature on the necessary reorganization and restructuring required. Seconded by <br />Mr. Cardinal. Carried unanimously. <br />Mr. L'Allier moved that the Council go on record opposing bills S.F. 580 and H.F. 406 <br />which would supercede all local building codes and ordinances. Seconded by Mr. <br />Rosengren. Carried unanimously. Mr. Rosengren noted that he would to rescind our <br />plumbing code back to the State Code. <br />Mr. L'Allier noted that he will bring back recommendations made by the next Legislative <br />meeting of the association on proposed bills the County has for legislation affecting <br />itself. Mr. L' ^llier reminded the Council that we have Ordinance No. 43 on record <br />concerning full time employees. Mr. Bohjanen commented; that this was practically the <br />recommendation of the Perdonnel Committee. Mr. L'Allier noted that this ordinance <br />will probably be amended when the Council has finished their recommendations. <br />Mayor L'Allier read the list of names and addresses of Anoka County legislators. <br />He then asked Marvin Myhre to attend a policing meeting to be held in Ham Lake. <br />Mr. L'Allier moved to authorize Marvin Myhre to attend a basic police training course <br />at the Highway Training Center from April 12 to May 21, 1971 at no cost to the <br />Village. Seconded by Mr. Cardinal. Carried unanimously. Mr. L'^11ier noted that <br />we will again consider a full time police force; there is a State Law requiring <br />training for part time policemen. This training is virtually unobtainable because <br />the part time men can't afford to take the time off from their regular jobs to <br />attend; there is no provision for evening training since there has not been <br />sufficient community interest. <br />Mr. L'Allier stated that the local police departments had suggested that police men <br />from the various communities exchange men to ride in their vehicles in order to <br />acquaint themselves with the layout of the other towns in case their assistance <br />should ne required in the future. Mr. L'A11ier, moved to authorize our police men to <br />ride along in the other cars. Seconded by Mr. Jaworski. Mr. Locher had checked the <br />legal ramifications and found the only problem to be that one of our officers might <br />be called upon to testify in court for another municipality. Mr. myhre stated that <br />this would not detract from our force. Motion carried unanimously. <br />A revised Page 3 of the proposed 1971 Centerville Fire Contract had been received. <br />Mr. Bohjanen moved to accept the changed Centerville Fire contract. Seconded by <br />Mr. Cardinal. Carried unanimously. <br />
