17 <br />It was decided that the Road Study Board should have a seesion with the proposed <br />thoroughfare map and the new colored road map. <br />Mr. L'Allier reminded the Council of up- coming meetings on zoning and League of <br />Municipalities. <br />Mr. Gotwald again discussed the proposed raises in rates by Milner W. Carley & Assoc. <br />Mr. Bohjanen moved that Mr. Gotwald only be required to attend the first Council meeting <br />of each month; that we grant the raises as per the schedule in the Jan. 18, 1968, <br />letter, that the rate change from $25 per month to $25 per meeting, further based on <br />the recommendation of the Engineer that he be present at the first meeting of each <br />month only, except at the special request of the Council announced by a call from the <br />Clerk. Seconded by Mr.Cardinal. Carried. <br />Mr. L'Allier moved that we ask the Attorney to review the model ordinance on required <br />bonding of Village employees from the Minn. League of Municipalities, make the nec- <br />essary correcting changes to become Ord. No. 44 and proceed with the publication of <br />the same. Seconded by Mr. Jaworski. Carried. <br />A letter was read from the Minnesota Polution Control Agency concerning Forest Lake's <br />request to grant a variance from Classifications and Standards for the Mississippi <br />River and Tributaries (Regulation WPC 1) to discharge additional effluent from the <br />proposed modification of the existing sewage treatment plant to the Rice Creek Chain <br />and thence to the Mississippi River, with a hearing set for March 6, and all written <br />testimony to be in by February 29th. <br />Mr. L'Allier thus proposed the following resolution: <br />WHEREAS, the Village of Lino Lakes opposes any variance from the classifications <br />and standards for the Mississippi River and Tributaries (Regulation WPC 1), and <br />WHEREAS, the Village of Lino Lakes has within its boundaries several lakes which <br />make up the Rice Creeek Chain, the granting of such variance would be detrimental <br />to the promotion of our Village from a recreational standpoint, and <br />WHEREAS, the Village of Lino Lakes in August of 1967 received from Twin City <br />Testing and Engineering Laboratory, Inc. a report showing that analysis of <br />water samples from the Rice Creek Chain submitted to them by Milner W. Carley <br />and Assoc. on request of the Village Council, indicated "that the water from <br />this source is unsafe for drinking purposes," and <br />WHEREAS, the Village of Forest Lake can and should take an alternative route <br />for discharge through the Sunrise River, and <br />WHEREAS, the Minnesota Polution Control Agency on Oct. 6, 1966, rejected the <br />request for a variance as applied for by the Village of Forest Lake, we ask <br />THAT, as no additional evidence has been presented which would make this <br />variance any more acceptable, the Polution Control Agency of Minnesota again <br />deny the variance which the Village of Forest Lake has requested. <br />Mr. Jaworski made a motion to accept this resolution; the Clerk will type it up as <br />proposed and send it in along with the reports to the Minnesota Polution Control Agency. <br />Seconded by Mr. Cardinal. Carried. <br />
