41 <br />Mr. Bohjanen moved to accept the off -sale intoxicating application for Eddie's <br />Liquor Store providing Mrs. Cegla provides the proper bond forms and the necessary <br />insurance policy. Seconded by Mr. Cardinal. Carried. <br />Mr. Cardinal moved to accept the applications for off -sale, on -sale, dancing <br />and retail off -sale 3.2 beer submitted by John Wright and Henry Mossey of the <br />Oasis Lounge provided proof of°insurence is shown; licenses to be issued upon <br />receipt of payment of the fees to the Clerk. Seconded by Mr. Rosengren. Carried. <br />lr. Jaworski introduced Mr. Eaden and Mr. Beektold of the George T. Ryan Co., who <br />gave details on the possible leasing of a new 440H Wabco grader fully equiped at <br />$420/ month for 60 months and a sum of $6749.00 due at the end of that time. This <br />model sells retail at $28,500 and would be fully maintained except for usual <br />changes of blades and filters by the company for the five years and also in the <br />sixth year at the price quoted. However, if the Village wished to take over the <br />maintenance the last year the amount due then would only be $4551.00. An engine <br />heater could be installed if the machine were to be kept outside. After dis- <br />cussion it was decided to have the Personnel Commission complete the statistics <br />on maintenance which are being compiled to decide whether the project would be <br />feasible and hiring of a full -time man undertaken. Mr. L'Allier thanked the men <br />for appearing and told them that we should have a decision made within 4-6 weeks. <br />Mr. Locher stated that it was perfectly legal to lease on a yearly basis as this <br />would not bind future Councils. <br />The Park Board minutes were read. Mr. Jaworski mentioned that they were trying <br />to get smme clay for the ball diamond and that a broken window in the Lino warming <br />house would be fixed. <br />Mr. Jaworski suggested some corrections for proposed ordinance 21B. After some <br />discussion and questions from the audience Mr. Jaworski moved to give proposed <br />ordinance 21B as corrected to the Village Attorney for final drafting. Seconded <br />by Mt. Cardinal. Carried. <br />Mr. Bohjanen mentioned that 'slow' signs were needed on Linda Street and also on <br />Elm at County Road 12. The name sign on Orange Street is also missing. Mr. Ros- <br />engren will take care of this. Mr. Gotwald will contact the Columbus grader man <br />on Laurene Street being a Village Street. Maple and Orange will get minimal <br />grading; Mr. Rosengren will contact Columbus on this. <br />Mr. Cardinal announced the resignations of Kiepel and Bryant who will serve thru <br />June. Mr. L'Allier thanked these two and instructed the Clerk to send letters to <br />both expressing the Council's gratitude for their dedicated work on the P.O. The <br />appointments will be made next meeting. <br />Mrs. Howard of Capital Trailer Company and the attorney Mr. Ward were again present <br />for hearing on rezoning property for the Baldwin Lake Trailer Court and to obtain <br />a special use permit therefore. She stated that she bad approval from the State <br />Board of Health and will put up a fence on the south line when that part is developed. <br />The complete drawing should be ready in 30 days and work will proceed simultan- <br />eously on the old part and the north 15 lots with the work completed at end of <br />this construction season. <br />Mr. Cardinal moved that the following property be rezoned commercial: all of Lots <br />14, 19.and 20, Block 1, Arthur E. Thom Acres, except parts previously zoned as <br />commercial herein; and Lot 15, Block 1, Arthur E. Thom Acres, except the Easterly <br />500 feet thereof, all according to the map or plat thereof on file and of record <br />in the office of the Register of Deeds, Anoka County, Minnesota. Seconded by <br />Mr. Jaworski. Carried. <br />
