6 3 <br />S <br />Mr. Ken Rehbein was asked to come forward. Mr. Locher read the section of the <br />building ordinance pertaining to useage of residental land, finding no mention of <br />a riding stable or arena given. Mr. Rehbein invited the Council to attend one of <br />the horse shows, stating that 2/3 of the riders attending were teenagers (which <br />kept them off the streets) and that it was good entertainment. W. Rehbein re -' <br />quested that his property be rezoned to commercial. Mr. Locher explained that <br />there was no mention of a horse arena under commercial in the ordinance. There <br />was discussion among the Council about leaving the land as residential with a <br />recreational restriction or rezoning it with a special use permit. <br />Mr. Bohjanen moved that we call for a hearing on September 23, to rezone to commer- <br />cial all 30 acres for Kenneth Rehbein, this land lying at the Southeast corner of <br />the intersection of Pine and Fourth Avenue. Seconded by Mr. Jaworski. Mr. L'Allier <br />stated that he preferred that the matter go before the P&Z first. Vote: Aye—Mr. <br />Jaworski, Mr. Rosengren and Mr. Bohjanen. No - - -Mr. Cardinal and Mr. L'Allier. <br />Motion carried. <br />Mr. Jaworski then moved that we call for hearings on September 18 before the Plan- <br />ing and Zoning Board and on September 23 before the Council for a special use <br />permit on Mr. Rehbein's at Fourth and Pine, this to be included for the purpose of <br />a riding stable and arena, indoor and /or outdoor, to accompany the commercial zoning. <br />Seconded by Mr. Rosengren. Carried unanimously. <br />Mr. Rehbein was then questioned about his trailer home parked on Fourth Avenue. <br />He stated that he had been unaware of the ordinance forbidding this as there were <br />other trailers parked in the Village. The person occupying the home is a friend <br />from Michigan, out of work and money, whom Mr. Rehbein moved here and settled in <br />the trailer for a period of one or two years until he can build a house, and is <br />presently working for him, and as such should be a hardship case (similar to that <br />of Rogalla's.) <br />Mr. Bohjanen moved that we call for a special use permit hearing for Mr. Rehbein's <br />trailer effective for a period of one year. The motion died for lack of a second. <br />Mr. Rosengren moved that we give Ken Rehbein a 90 -day permit for his trailer, and <br />that Mr. Rehbein could receive a 90 -day extension permit from the Building Inspector <br />when the first permit was up. Seconded by Mr. Bohjanen. Carried. Mr. Rehbein was <br />instructed to see Mr. Dupre. <br />Mr. Ed Schwankel was called before the Council to discuss his trailer home parked <br />on Orange Street. Mr. Schwankl stated that he had brought in the trailer two years <br />ago, lived in it for 15 months, meanwhile using it as an office, and that he was <br />now renting it (more or less) to a man who was helping him in his business which <br />was quite a convenience to him. Also,the trailer is parked on commercial property. <br />Thereupon, Mayor L'Allier moved to grant a 90 -day permit to Mr. Schwankl for his <br />trailer; this permit will be terminated at the end of 90 days and the trailer must <br />be removed; this cannot be considered a hardship case. Seconded by Mr. Cardinal. <br />Vote: Aye - Mr. Jaworski, Mr. Cardinal, Mr. Rosengren and Mr. L'Allier; No -- <br />Mr. Bohjanen. Carried. Mr. Schwankl was instructed to see Mr. Dupre. <br />Next Mr. Dick Olson was called before the Council because of his trailer parked <br />on Highway 8. Mr. Dupre stated that Mr. Olson had received one 90 -day permit more <br />than a year ago, but had not asked for a 90 -day extension permit. Mr. Olson <br />explained that he was not living in the trailer becasue he wanted to but because <br />he was having financial difficulties and could not raise the money to complete <br />his home. He inquired whether he might move into his basement to live; Mr. Dupre <br />stated he could not. <br />
