Mr. Locher stated again that no funds could be transferred out of the Debt <br />Redemption Fund until such time as all bonds are paid off. Then the re- <br />mainder is automatically transferred to the General Fund. He will check further. <br />W. L'Allier mentioned the informal meetings which the Council had had on Sept- <br />ember 5 and October first with the Planning and Zoning Board in working on an <br />over all rezoning map of the Village. No formal action was taken. <br />The matter of Lindberg Construction on 64th came up again; the estimated cost <br />of repair is $150. Mr. Gotwald, stated that he had talked to former Supervisor <br />LaForge and talked by phone directly to a Michigan representative of the firm. <br />Mr. Locher stated that he had notified the firm that if we do the work they will <br />be billed, however he had not been given the exact specifications for the repair <br />and could not put it in the letter. After discussion Mr. L'Allier moved that we <br />will not release any bonds for Lindberg until such bill is paid. Mr. Locher will <br />notify the proper official of Lindberg to receive process served. Seconded by Mr. <br />Bohjanen. Carried. <br />Mr. Dupre stated that he had inspected the sewage problem on the properties on <br />Otter Lake and found that these persons were notlocated in Lino Lakes but were <br />5-6 blocks over the boundary. Mr. Cardinal moved that we send a letter to the <br />Minnesota Pollution Control Agency telling them of the inspection and results <br />thereof. Seconded by Mr. Jaworski. Carried. <br />Mr. Jaworski brought up the subject of the hearing on the full-time man and grader <br />and mentioned that the representative from Geo. T. Ryan Company was in the audience. <br />There was considerable discussion. W. Locher read over several State laws per- <br />taining to purchase and lease agreements by Villages and decided that it would be <br />necessary to take bids yearly on a lease-type basis with option to buy. Mr. <br />Jaworski at this time withdrew a motion to lease a grader from Geo. T. Ryan Co. <br />and hire a man to operate it. Mr. Glenn Rehbein stated several objections to <br />the Village leasing such a machine and doubted that they could find an operator <br />willing to work for $8500. <br />Mr. Jaworski then moved that we take bids on a grader on a lease-type basis <br />with option to buy. Seconded by Mr. L'Allier. Vote: Aye--Mr. Jaworski and <br />Mr. L'Allier. No--Mr. Cardinal, W. Rosengren, and W. Bohjanen. Motion <br />failed. W. L'Allier thanked the Ryan representative for coming and his time, <br />and also thanked Mr. Scherer and W. Houle for all their work on the project. <br />W. Rosengren left the meeting to catch a plane. <br />The discussion on horses on roads was resumed. Mr. L'Allier thought a little <br />"common horse-sense" would apply here. W. Locher mentioned that our nuisance <br />ordinance is adequate if the person causing trouble can be caught or positively <br />identified, also there are penalties foritesspassing and malicious damage. Mr. <br />Lee Robinson thought horses should be ridden on their owners property only. Mr. <br />Dale Hughes mentioned that members of his saddle club were expected to enforce <br />rules among other riders. After discussion the common concensus of the Council <br />was that horse people must police themselves; if a situation gets out of hand <br />then a complaint should be signed with the local police so that necessary action <br />can be taken. The audience seemed to feel this was logical. <br />Mr. Dennis Houle stated that the post on the Forest Lake Hospital Board was that <br />of incumbent Richard Peterson, at-large member. Filing is open on this post until <br />October 24th. Mr. Houle also stated that he had tried to keep the mill levy the <br />same as there was not enough, funds in the sinking fund to carry the bonds for 15 <br />months as required by law; however the levy had been dropped resulting in a levy <br />for Lino of less than four mills. <br />
