1 00 <br />Be it resolved: That the Lino Lakes Council hereby requests the Anoka <br />County Commissioners to join with the other Boards of <br />County Commissioners within the Rice Creek Area, and <br />petition to establish the Rice Creek Watershed District. <br />After discussion Nr. Bohjanen moved to adopt the above resolution. Seconded by <br />Mr. Rosengren. Motion carried with Mr. L'Allier voting no as he felt that this <br />was giving a blank check to the future District and would not give proper repre- <br />sentation for oArVillage. Copies will be sent to the Rice Creek Association and <br />to Commissioner Robert Burman. <br />Mr. Eugene Blomquist queried the fees which had been sent him regarding Blomquist <br />Addition. Mr. Locher stated that such developments are for the benefit of the <br />developer and therefore he should be required to pay the fees incurred rather than <br />all taxpayers in the Village paying for his benefit. Mr. Locher then read the fees <br />charged by Blaine, Coon Rapids, Champlin and Anoka, all of whom had stated that they <br />lost money on rezonings, etc. It is also required that titles on developments be <br />proven clear by a Village Attorney. Mr. Bohjanen mentioned that by our ordinance <br />this is required; also, the Village is not to make money, but is entitled to charge <br />fees in order to defray cost by the Attorney, Engineer, etc. <br />Mr. Bohjanen moved, after discussion, that notification °fall costs to be charged <br />in the consideration of a request for a variance, rezoning, special use permit, <br />platting and/or title opinion including the standard set Village fee plus fees for <br />the Attorney, Engineer, Building Inspector and publication be set forth on mimeo- <br />graphed sheets to be presented to the applicant for such request at the time of his <br />hearing. Seconded by Mr. Jaworski. Carried unanimously. <br />Mr. Bohjanen moved that we go on record adopting a resolution to institute voter <br />registration beginning at the first of the year (1969). Seconded by Mr. Jaworski. <br />Carried. <br />Mr. Rosengren stated that a bill dated November 19, 1968, in the amount of $534.51 had <br />been received from the County; he supposed it was for salt purchased in 1965-7, but <br />will check with the County for an itemized statement. <br />Mr. Gotwald had sent an itemized statement on the cost of seal-coating Bald Eagle <br />Blvd., Rolling Hills Drive, 64th West, as well as Acitia Lane. He is now working on <br />an estimate for seal-coating work for 1969. <br />Cases pending before the Attorney General on salt and school library books were filed <br />as we have no claim. <br />Mr. Backlin is checking on easements for drainage in the Lakeview Area. Dave Brovold <br />had asked about grading on Orange Street. <br />Mr. Jaworski moved that Lino Lakes purchase Lot 2, Block 4, Lexington Park Lakeview, <br />a conveyance of tax-forfeit property. Seconded by Mr. Rosengren. Carried. They <br />dre also considering the purchase of Lot 3, Block 4, Lexington Park Lakeview for a <br />ponding area. <br />The police report for October: 3 accidents, 3 escapees from the Youth Center <br />(2 hours) , 1 break-in, 1 domestic call. Eighty-one hours and 960 miles had been <br />logged on the car. <br />Mr. Rosengren will check with the County to see whether the road resulting from <br />the straightening of Birch Street might be brought closer to Reshanau Lake for <br />scenic purposes. <br />
