I <br />Mr. Cardinal stated that he had nothing definite yet to report on the Minnesota <br />Plumbing Code, but that Mr. Jester would report his findings to the next P&Z <br />meeting. Mr. Bohjanen took issue with the statement in the P&Z minutes re- <br />garding the qualifications of a plumbing inspector; he wondered whether the <br />same restrictions as to conflict of interest and competition shouldn't also <br />apply to the building inspector and others. Mr. Cardinal mentioned a man <br />living in White Bear Township who does only inspection work, having quit the <br />actual plumbing. <br />Mrs. Harold Speis of 565 Marshan Lane asked the Council for approval to do <br />beauty work in her basement, the approval being necessary to obtain her beauty <br />operator's license. Mr. Bohjanen moved to adopt e resolution that a letter be <br />sent to Mrs. Speis authorizing her to operate a beauty shop in her basement. <br />Seconded by Mr. Jaworski. Carried. <br />Crystall Ahlman, saleswoman for North- Northeast Realty, approached the council <br />on the idea of showing more support for the Ham Lake site for the new airport. <br />She asked that someone on the Council accompany her to the next hearing on Feb- <br />ruary 10 to boost the area. Mr. Bohjanen stated that he would try to make it. <br />Mrs. Ahlmann also mentioned persons whom she stated are interested in developing <br />1) a trailer park in the proposed industrial site and 2) an industrial park on <br />Tilsen's corner; these persons want to know how the Council feels about such pro- <br />jects and about bringing in sewer and water. Mr. Bohjanen thought it wouldn't <br />be long before the Legislature acts on bringing ,sewer into the Youth Center. Per- <br />sons wishing to bring in sewer or water should petition the council to initiate <br />action. <br />The Park Board minutes were read. Mr. Jaworski inquired about the Baldwin Lake <br />Mobile Home Park having a definite area set aside for park use, whether they must <br />furnish the equipment and maintain same or the Village maintain. Mr. Locher read <br />from Ordinance 39 stating that such a park area must be established and maintained <br />by the owners; this does not necessarily mean that the park must be outfitted by <br />the owners. Mr. Cardinal will take the matter before the Planning Board. The <br />Park Board feels that the area badly needs park area. However, if this is to be <br />a public park then the Village would have to maintain roads into it. If private, <br />then only children living in the Court could use it. <br />Mr. Jaworski moved that the Engineer be allowed to attend the next Park Board <br />meeting on February 17 to work with them on the development of long and short- <br />range plans, this to be ready in 90 days. Seconded by Mr. Cardinal. Carried. <br />Mr. Jaworski moved that the Attorney check with the attorney for the St. Paul <br />Water Department to obtain a 99 -year lease on the Baldwin Lake property for the <br />price of $].00(one dollar). Seconded by Mr. L'Allier. Carried. Mr. Locher will <br />also check on the lease for the Centerville Lake Park. <br />Mr. Gotwald's letter regarding the easement for RCPA of Elk River across the <br />Lino Bark was read. Mr. Gotwald's opinion was that the easement was for the entire <br />park area. After study, Mr. Locher agreed that the Engineer was right, and that <br />the easement should define a specific line within that description. The Clerk <br />was instructed to write to RCPA stating that it was our observation that the <br />easement should contain a specific line with a specific width on each side thereof <br />III <br />for the power line; also that the easement should specify theminimum distance that <br />the line would hang above the property. <br />
