1 <br />Mr. Jack DeVine, owner of a trailer house now parked on a lot along County Road J, <br />was asked his plans, He stated that he wanted to build a house after he had torn <br />down the old one on the property. He had been in the trailer since Easter, his <br />father -in -law owns the land (20 acres) of which he plans to purchase one - third. W. <br />Devine declared that it would be to the benefit of the Village if he were allowed to <br />stay in the trailer since he would keep the land clean (as it is now nothing more <br />than a dump) and that the Village would collect more taxes with a house built on the <br />land. He stated that the house had been liveable before he went in the servie, but <br />that vandals had ruined it while he was gone. He was told that a special use permit <br />would be necessary, that this would have to be applied for by his in -laws since they <br />owned the property, that this could be done by a letter signed by both of them. Such <br />letter must be in by the next meeting in order for the Planning and Zoning Board to <br />consider it at their July 16 meeting.::. He was also told to get a 90-day permit for the <br />time being. Mr. DeVine asked whether it would help if he took pictures now and later <br />of the premises. <br />It was decided to take up the Blaine Mobile Home ordinance at the next meeting when <br />Mr. Gotwald would be present after studying the differences in the trailer ordinances. <br />The P&Z had made some size change recommendations. Mr. Bohjanen thought that room <br />for utility - storage buildings should be included. <br />W. Cardinal wished clarification on the question Mr. Brovald had raised regarding <br />any road being used by the public becoming a Village road automatically. This had <br />been told him by a Deputy Sheriff. Mr. Locher stated that this was wrong, but that <br />he would like to check with the County Attorney on it. Mr. Bohjanen suggested that <br />we check with the Sheriff's office, too to get their interpretation on this point. <br />Mr. Brovald had also suggested that if Orange Street were not a Village Street then <br />the street sign should be taken down. Mr. Dupre stated that to his recollection.:? <br />the signs were put up on a temporary basis simply for addresses. Mr. Locher said <br />that there were street signs up in St. Francis on the section lines, where not even <br />a path existed. <br />Mr. Brovald had also asked when a Village was considered large enough to have 24 -hours <br />police protection. Mr. Cardinal had told him that we have 24 -hour protection from <br />the County. <br />The Clerk read Mr. Brovald's letter of resignation from the Planning Board as well <br />as the Personnel Commission. Mr. L'Allier moved to accept Mr. Brovald's resignation <br />effective June first. Seconded by Mr. Bohjanen Carried. The Clerk will write a <br />letter of thanks and acceptance. Mr. Jaworski reported that there had been no Park <br />Board meeting in May. <br />Mr. Jaworski requested a new garden tractor with a mower, broom and trailer to haul <br />things with. Mr. Bohjanen asked whether he didn't need a blade. Mr. Jaworski an- <br />swered no, that he could use the Ford tractor with the bucket. Mr. Rosengren thought <br />that they should buy a bigger tractor and suggested that Mr. Jaworski look at the <br />Cub owned by Centennial School. Mr. Bohjanen asked ifMr. Jaworski could have the <br />oost for a tractor and equipment by the next meeting. Mr. Jaworski will try. Mr. <br />Backlin suggested that the roads department could use a low -boy for .hauling and <br />thought that R&B could split the cost of one with P&P. Mr. Rosengren agreed that <br />it was a good idea. <br />The Clerk read a letter which Mr. L'Allier had received from Dave Torkeldson asking <br />that a meeting be set with the County Park Board to discuss park plans for Lino Lakes <br />under the new Park Plan. However, Mr. Steffen, County-Administrator, had suggested <br />waiting until everyone has a chance to discuss the Legislative bill on Open- Space, <br />etc. The date will be set later. <br />
