174 <br />the planning work themselves, but that since we have a start, we invite the planner <br />to a couple of joint P&Z meetings with the Council. We shouldn't consider the Federal <br />701 grant at this time as the funds are not available. Mr. L'Allier moved that when <br />we are in a position to require formal assistance from a planner we hire Mr. Van <br />Housen of Progressive Design Assoc. at $20.00 per hour for his actual time, with <br />our Engineer to do necessary drafting. <br />Mr. Bohjanen asked when this would come about. Mr. L'Allier stated that the <br />Clerk, Engineer and Attorneyi should get the material together, then maybe in a <br />couple of months we would be ready to consult with the planner. W. Bohjanen <br />thought that we should first get a copy of the Metro Council zoning bill and Open <br />Space bill and see how the airport decision comes out. Mr. L'Allier stated we shouldn't <br />wait for Metro Council to plan for us but to do our own. <br />Mr. Bohjanen stated that the County Planning Coordinator could supply some as- <br />sistance in planning and than a planner of our own could be used in special cases, <br />specifically, if the county planner is available we should use his services. This <br />was okay with Mr. L'Allier, but he thought that the County was rather slow on this, <br />Mr. Bohjanen replied that not only the county was moving very slowly other counties <br />moved slowly before making a decision. Mr. L'Allier mentioned that Washington <br />County has a comprehensive plan which was done a year ago; hopefully, Anoka County <br />is more progreesive than they. <br />Mrs. Anne Bohjanen stated that W. Van Housen had said that he was on the Metro <br />Section Board of Directors. Didn't the Council think that we might get arguments <br />for the Metro Council way of thinking. Mr. L'Allier replied that we will police the <br />work done ourselves and tell a planner what we want. Mrs. Bohjanen replied that <br />it doesn't seem to work out this way. Mr. L'Allier stated that if one has a Federal <br />grant for a comprehensive plan then one has to go as the plan is set. Mrs. Bohjanen <br />said that we will be wasting $20:'00 per hour in the meantime. W. L'Allier replied <br />that "Show me a man who won't spend anything and I'll show you a man who doesn't <br />do anything." <br />Mr. Cardinal then stated that he would second the hiring of W. Van Housen as planner <br />on a consulting basis as proposed above by Mr. L'Allier. The vote was unanimous <br />in favor. Motion carried. <br />Mr. L'Allier mentioned that he had written a letter to the governor regarding the <br />Youth Center and the current legislation concerning it. The letter was read, with <br />these five points in particular: <br />We now insist that you, as Governor, and the Legislature, as our elected <br />representatives, fulfill your moral obligation by: <br />1. Eliminating the public hazard created by housing and treating of hard <br />core at the Lino Lakes Reception & Diagnostic Center. <br />2. By providing for a new maximum security facility outside the metro- <br />politan area for housing of incorrigibles. <br />3. By providing for the transfer of youthfull offenders 18 -21 (many <br />time convicted felons) to the St. Cloud State Reformatory; and <br />4. By placing a capacity ceiling of 225 people on the Lino Lakes Re- <br />ception and Diagnostic Center. (The 1967 Legislature moved to pro- <br />tect the citizens of Red Wing by placing a capacity ceiling on the <br />Red Wing institution.) <br />5. Follow through with the suggested improvements for the Lino Lakes <br />Reception and Diagnostic Center, as recommended by the Commissioner <br />of Corrections, Paul W. Keyes in his memo of May 13, to the Chairman <br />of the Senate Finance Committee and the House Appropriations Committee. <br />There was nothing to do now but wait to see if the bill was passed and signed. <br />
