204 <br />Mr. George Granse stepped forward to promote the plastic DWV pipe which is being <br />used in many communities. He had come at the wish of Jandric, Inc. and had written <br />to the Mayor and Council members on July 10, which was read. The present <br />Minnesota Plumbing Code does not allow the use of such plastic pipe, but new <br />materials may be used if the community approves it. Mr. Gotwald stated that it <br />was an excellent, hard material and prices were in line with those of cast iron. <br />The pipe does carry a 5 -year guarantee, but it is not vermin - proof; also, <br />where it is run through plaster the plaster may crack due to expansion and con- <br />traction. Mr. Granse stated that the new plumbing code just adopted did include <br />the plastic drain, waste, and vent pipe. There insued a discussion on whether <br />the old plumbing code had been amended (Mr. Locher's feelings) or whether it was <br />an entirely new plumbing code as Mr. Granse thought. <br />Mr. Jaworski moved that the matter be taken up by the Planning and Zoning Com- <br />mission on the 16th .for their recommendation as well as to the plumbing in- <br />spector for his. Seconded by Mr. Cardinal. Carried. <br />Mr. Cardinal noted that Mr. Hildestad who owned the lot in Blomquist addition <br />which was discussed at the last regular meeting was not in the audience. He <br />also mentioned that there would be a meeting of concerned taxpayers tomorrow <br />night at 8 at the Twin City Federal Building at Anoka. <br />Mr. Ken Rehbein came before the Council to show them pictures and plans for the <br />pre -fab houses which he had looked at and which he would like to build on Fourth <br />Avenue to replace the trailer. He estimated that the house itself would take about <br />196 man hours to build, that the cost would be about $3000 less than for a similar <br />regular house. Mr. Dupre thought that the one should be built and if it meeds <br />code, then we could allow more in the Village. Mr. Dupre had looked at a model <br />pre -fab, which he thought looked good and mentioned that they were approved by <br />FHA and GI. Mr. Rosengren moved to grant a building permit to Ken Rehbein on <br />the P &Z's approval Wednesday night. This does not in any way bind the Council <br />on future pre -fab houses. Seconded by Mr. Jaworski. Carried. <br />Mr. Jaworski had no report. <br />Crystal Ahlman presented a model lay -out of the trailer park which is being con - <br />sidered for the area on Elm Street behind the Catholic Church rectory on Husnik <br />property. The park, to be built by A. Stein and Associates, will be named <br />Embassy Manor and contain approximately 500 trailers depending on the size of <br />lot decided upon in the amended trailer ordinance. The only sizes of trailers <br />allowed would be 12' by 60' and 20' by 50'. Trees will be planted first so <br />that the area will be hidden from the street. The Clerk asked where the <br />laundry buildings were to be located since there didn't seem to be any in the <br />model; she`'sured that there would be several spread out throughout the park. <br />Mrs. Ahlman was asked to show the model to the P &Z at the 16th meeting. <br />Mr. Rosengren reported that he had looked at a flail -type mower; the cost <br />would be about $800, and a large tractor is needed to pull one. Also, they will <br />not cut tall grass or come close to posts, etc. He advised that we stick with a <br />rotary or sickle type. <br />Mr. Cardinal moved that Mr. Rosengren be authorized to have Mr. Bob Lundgren <br />cut the grass along the roads at the rate for man and tractor of $6.00 per hour <br />with a maximum cost set at $450.00.
