2 1 S
It had been decided that the Council would meet with the Attorney, the Engineer
and the fiscal agent on August 7th to make a decision on the Jandric franchises.
Mr. L'Allier stated that he objected to points number 6 and 7 in the letter from
PCA since this would place a burden upon future councils as well as this one, and
although it is not likely that the Company would default, a guarantee of takeover
would bind future councils; in other words, PCA is asking that the Village under-
write the entire project. After some discussion it was decided to wait until the
7th to decide on the franchises.
Mr. Busch asked whether the Company should be present at the 7th meeting and was
told "no", that we would contact them after the meeting if we wished to talk with
them; otherwise we will place them on the agenda for the regular August llth
meeting. Mfr. L'Allier noted that there was some Village sentiment toward municipal
systems and we should pursue this further.
a
Mr. Gotwald read the results of the bids on the seal-coating work: the obvious low
bidder was Allied Blacktop at $4,973.00; the other bids were: Bituminous Roadways
at $8,120,00; T. A. Schifsky & Sons at $7.031.00 and Simon Contracting at $6,770.00.
He had tabulated the bids and found all in order. He recommended Allied Blacktop to
receive the bid. Mr. Bohjanen asked which areas would be seal-coated under this bid.
Mr. Gotwald replied that this would include the Lakeview area, Aqua Lane, and the
Park road. Other areas will be oiled later and Schifsky will do Ware Road. Mr. Bohjanen
moved that the Engineer be authorized to check with Mr. Rosengren on costs and ideas
for dust control on all of 4th Ave. and Pine Street. Seconded by Mr. L'Allier. Carried.
Mr. Jaworski moved that Mr. Gotwald be authorized to accept the bid submitted by Allied
Blacktop. Seconded by Mr. Cardinal. Carried.
The Clerk mentioned that a letter had been received from Macklin, Inc. stating that
the J. W. Craig Company of Cambridge, Minn. had been appointed as their exclusive
distributor for the binder product in this area.
The Clerk also reported that a copy of a resolution sent by Circle Pines to the
PCA had been received and read the same. Mr. L'Allier moved to send a letter to
Circle Pines thanking them for their concern and telling them that we are also
opposed to any pollution of the Rice Creek Chain and concur in their opposition.
Seconded by Mr, Cardinal. Carried,
The Clerk also reported that municipal court fines in the amount of $25.00 had been
received for the month of June; also that the amount of $6,045.78 had been received
from the County Auditor. This amount had been included with the June draw in pre-
vious years, but henceforth the monies received from the State for personal property
and homestead taxes would be sent separately.
A letter from the League of Women Voters of Minnesota had been received, stating that
the Uniform Precinct Caucus Day for the next general election had been set for
February 24, 1970. Also, the insurance endorsement for the new police revolver had
been received.
The Clerk read copies of two letters from North Central Public Service Co. to
Mr. Wm. Blaylock giving the locations of the areas in which they plan to extend
natural gas service to in Lino during 1969 as follows:
1 - Birch Street from Ware Road east approximately 3200 feet to 7th Ave.
2 - 77th Street between T.H. 8 and 135W.
3 - 4th Street between 1/2 mile north of Main Street to Pine Street and east on
Pine Street 600 feet.
4 - The subdivided area near the northeast corner of Main Street and Rondeau Road.
5 - Main Street from 20th Ave. east to the east side of 135E and south approximately
1000 feet.
6 - Marshan Lane from Highway 8 east approximately 500 feet.
7 - South from the Centerville Village limits on Centerville Rd. to Birch Street.
